Book excerpt: Enrollment trends are on the rise, suggesting that high school graduates are still willing to seek a college degree (Gold, Neururer, & Miller, 2000). Unfortunately, about 50% of students who enter colleges or universities do not complete their degrees, and many do not graduate within a reasonable time (Beal & Noel, 1980; Gerald, 1992; Porter, 1990; Tinto, 1993). The freshman year often carries the highest rate of attrition, with most students dropping out in the first 6 weeks of matriculation because they do not adjust well to college life (Wilder, 1994). The goal of this qualitative study was to show that Upward Bound can serve as a model to deter attrition among freshmen in postsecondary institutions, particularly African-Americans, and few studies have been done on Upward Bound graduates who have attended or are attending college. Focus group interviews were conducted with 9 former Upward Bound students from the State of North Carolina who were enrolled at North Carolina State University in fall 2002. The conceptual framework of this study was adapted from Tinto's (1975) model of interactions between first-year students and the academic and social systems of the colleges in which they are enrolled. Relationships and interrelationships among variables that may contribute to persistence were examined, including family background, individual attributes, pre-college schooling, goal and institutional commitments, grade performance, intellectual development, peer group interactions, faculty interactions, academic integration, social integration, and dropout decision. The major finding was that the participants felt Upward Bound was important in helping them persist past their freshman year in college. Many of the constructs of Tinto's (1975) research were also supported by the findings in this study, in that the participants who successfully integrated into the academic and social systems at North Carolina State University persisted. Book excerpt: This report on the short-term effects of Upward Bound, a federal pre-college program designed to help economically disadvantaged students complete high school and gain access to post-secondary education, presents interim findings from the Longitudinal Effectiveness Study of Upward Bound based on data on approximately 2,800 students during the first year or two of high school. At present, there are more than 600 Upward Bound projects; they offer intensive instructional programs and are usually hosted by 2-year and 4-year colleges. The study found that: (1) Upward Bound has early positive impacts on students' educational expectations and academic course-taking; (2) students with lower educational expectations initially benefit more from Upward Bound; (3) Hispanic students initially benefit most from Upward Bound; and (4) many students (about 37 percent) who enter Upward Bound leave the program during the first year. After an executive summary and introductory chapter, Chapter 2 presents data on persistence in Upward Bound, and on the Upward Bound services offered. Chapter 3 details short-term impacts of Upward Bound, including the average impact of the program and groups benefitting most. The concluding chapter summarizes findings, compares them to previous findings, and draws implications for program improvement. Book excerpt: Upward Bound (UB) was one of the original federal Great Society programs of the 1960s and remains, fifty years later, the single largest college access program in the country. Recently, Congress has reduced funding and considered eliminating the program because of federal budget pressures and because the first analysis of the only national randomized trial concluded that UB had "no detectable effect." In this study, we explain problems with the study design that have made this conclusion controversial and made it difficult to identify average treatment effects that are unbiased for the program population. The study design is sufficient, however, to test other important hypotheses. We show that UB has drifted away from its original intent of serving disadvantaged students and become less efficient in the process. Specifically, over time, UB has come to serve students whose parents have higher incomes and education levels. Also, program administrators deem students ineligible based on misbehavior and other factors, even though assignment to the UB treatment increases this ineligible group's probability of graduating high school and obtaining some type of college credential by 6-10 percentage points. We show that the program is cost-effective for this group and would reduce achievement gaps if it were better targeted. In short, the government should encourage sites to get back to the program roots of serving more disadvantaged students.

Book excerpt: TRIO Upward Bound is the flagship U.S. Department of Education pre-college program designed to assist potential future college students who are low-income, first-generation, or at high risk for academic failure in pursuing and completing postsecondary education. The word TRIO was used by the federal government in the late 1960s for the three original educational opportunity programs: Upward Bound; Student Support Services; and Educational Talent Search. Six additional programs were added by 1998, totaling nine TRIO programs. This qualitative research study examined the impact of TRIO Upward Bound participation length and level on participants' high school completion, college enrollment and success, civic participation, and citizenship practices. The study results revealed that former students found TRIO Upward Bound to be an effective program that not only helped them with the academic and social skills necessary to graduate from high school and complete postsecondary education, but also led to civic engagement and good citizenship practices, such as voting, paying taxes, abiding by the law, postponing parenthood, employment, and community service. In addition, I found that students who remained in the program the longest, completed the Bridge Program (the second level and final phase of the program), and officially graduated from TRIO Upward Bound obtained their Bachelor and Associate degrees at much higher rates than those with less program participation length and level. They also received the highest level of program benefits, which included the bachelor's degree and full time employment.

The context for this growth was explored through a document analysis of archived Upward Bound student evaluation and curriculum materials. Upward Bound tutors were then interviewed about the academic and social growth they experienced as a result of the program. The literature review focused on developing academic and social integration in first-generation and low-income college students. Four conclusions were drawn after analysis of the archived surveys and interviews. First, the primary factor for academic and social integration growth was the challenging and supportive environment the program provides for its students. Second, the secondary factor was that the program equips students with skills that help with college success. Third, a variational change builds on prior knowledge which seems to make the change much more organic and enveloping in the individual. Fourth, a transformational change might lead to a lag (or bounce) in performance.

Also, this study centers on the summer 2010 science and mathematics residential portion of the Upward Bound Program. Program outcomes and effectiveness were evaluated based on the change in student insight of the Upward Bound Program's stake in their secondary education. In addition, pre-posttest measures and interviews allowed a greater understanding of teacher and parent involvement in high school coursework success. Factors that involve self-efficacy, same or other group orientation and perceptions of student college environment were also analyzed. This research facilitated the understanding of first generation, low income and multicultural student's perceptions and what they view as a benefit or a hindrance to entering and successfully completing degrees in post-secondary institutions, specifically in STEM-related disciplines.
