Book excerpt: At present the IAEA designs its safeguards approach with regard to each type of nuclear facility so that the safeguards activities and effort are essentially the same for a given type and size of nuclear facility wherever it may be located. Conclusions regarding a state are derived by combining the conclusions regarding the effectiveness of safeguards for the individual facilities within a state. In this study it was convenient to define three zones in a state with a closed light-water-reactor nuclear fuel cycle. Each zone contains those facilities or parts thereof which use or process nuclear materials of the same safeguards significance: low-enriched uranium, radioactive spent fuel, or recovered plutonium. The possibility that each zone might be treated as an extended material balance area for safeguards purposes is under investigation. The approach includes defining the relevant features of the facilities in the three zones and listing the safeguards activities which are now practiced. This study has focussed on the fresh-fuel zone, the several facilities of which use or process low-enriched uranium. At one extreme, flows and inventories would be verified at each material balance area. At the other extreme, the flows into and out of the zone and the inventory of the whole zone would be verified. There are a number of possible safeguards approaches which fall between the two extremes. The intention is to develop a rational approach which will make it possible to compare the technical effectiveness and the inspection effort for the facility-oriented approach, for the approach involving the zone as a material balance area, and for some reasonable intermediate safeguards approaches.

The current publication, which is the second revision and update of IAEA/NVS/1, is intended to give a full and balanced description of the safeguards techniques and equipment used for nuclear material accountancy, containment and surveillance measures, environmental sampling, and data security. New features include a section on new and novel technologies. As new verification measures continue to be developed, the material in this book will be reviewed periodically and updated versions issued.

Book Synopsis Nuclear Law by : International Atomic Energy Agency
Download or read book Nuclear Law written by International Atomic Energy Agency and published by Springer Nature. This book was released on 2022 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: This open access book traces the journey of nuclear law: its origins, how it has developed, where it is now, and where it is headed. As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Book excerpt: This publication is the second in the IAEA Nuclear Energy Series to provide guidance on the inclusion of safeguards in nuclear facility design and construction. It is principally intended for designers and operators of nuclear reactor facilities; however, vendors, national authorities and financial backers can also benefit from the information provided. It is introductory rather than comprehensive in nature, complementing the Guidance for States Implementing Comprehensive Safeguards Agreements and Additional Protocols, IAEA Services Series No. 21, and other publications in that series. The publication complements the general considerations addressed in International Safeguards in Nuclear Facility Design and Construction, IAEA Nuclear Energy Series No. NP-T-2.8.

Available in PDF, EPUB and Kindle. Book excerpt: Nuclear technology in all countries of the world is subject to controls from the International Atomic Energy Agency (IAEA) to prevent its misuse for military purposes. Recently these controls (or "safeguards") have come under criticism for lack of effectiveness, and the IAEA has now elaborated a strengthened safeguards system reaching deep into the domains of national sovereignty. Problems and prospects of the new system are discussed in this book by a team of German and international scholars, practitioners and officials.

Book excerpt: This handbook is a practical aid to legislative drafting that brings together, for the first time, model texts of provisions covering all aspects of nuclear law in a consolidated form. Organized along the same lines as the Handbook on Nuclear Law, published by the IAEA in 2003, and containing updated material on new legal developments, this publication represents an important companion resource for the development of new or revised nuclear legislation, as well as for instruction in the fundamentals of nuclear law. It will be particularly useful for those Member States embarking on new or expanding existing nuclear programmes.
