Book excerpt: Globally, the Philippines is a minor emitter of greenhouse gases (GHGs), but cost-effective mitigation present opportunities that should be captured, noting that the country is one of the signatory member states to the 1992 United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol. The country accounts for less than 0.3 percent of global GHG emissions in 2004.4 However, emissions are on the rise from both energy-use and land-use changes. Even if the absolute scale will remain small, there are increasing number of development projects under preparation, which offers opportunities for cost-effective mitigation and adaptation measures. The Philippine Government's response to the climate change challenge has been active institutionally noting the recent restructuring of the Presidential task force on climate change. However, a clear strategy and action plan are still lacking. The international donor community, including development partners such as the Asian Development Bank (ADB), the United Nations International Strategy for Disaster Reduction (ISDR), the Millennium Challenge Corporation (MCC), and the United Nations Development Program (UNDP), is actively engaged in addressing climate change in the Philippines. There are several initiatives on capacity building for GHG accounting, monitoring and reporting, for preparation of a second National Communication to the UNFCCC, governance, renewable energy, urban air quality management, and forest management. There are likewise several World Bank supported climate change-related activities, with nine active operations. These encompass primarily energy sector operations.

Book excerpt: The Philippines is much more prone to climate change effects than are many other countries. The potential impact on the agriculture sector is of particular concern, given its vital role in the economy and for vulnerable households. Most research warns of the negative impact of climate change on yields for major cereal crops, which could threaten food security and hinder the long-run development process. Incremental adaptation through the introduction of new crop varieties, improved agricultural management practices, and more efficient irrigation are expected to reduce yield losses. However, efforts to promote systemwide adjustment would have broader effects, especially as the risk of climate change increases. This study proposes a new approach for adaptation strategies by exploring policy reform in agriculture as a transformative way to help economic agents adapt to climate change. We specifically explore the rice policy reform currently being pursued by the government through the abolishment of the rice quota program. We find this reform could help transform the agricultural and economic system by allowing scarce resources move from low- to high-productivity sectors, thus increasing the country’s adaptive capacity. However, the rice farmer and vulnerable groups that are prone to climate shocks are adversely affected by the policy. Thus, we introduce alternative intervention policies to complement the reform agenda by providing a cash transfers program to vulnerable groups or a subsidy to support rice farmers. Both offer less impact in economic efficiency gains, but the cash transfer program is superior in terms of supporting the vulnerable group in coping with climate change under the rice reform policy. This shows that the transformational adaptation strategy may create a welfare loss to certain agents but that adding government intervention could act as the second-best policy and become a transition pathway before the whole system transforms to reach the optimal efficiency point when the intervention program is eventually phased out.

Book excerpt: Despite the growing consensus on the need for action to counteract climate change, complex economic and political forces have so far prevented international actors from making much headway toward resolving the problem. Most approaches to climate change are based in economics and environmental science; in this book, Parkash Chander argues that we can make further progress on the climate change impasse by considering a third approach—game theory. Chander shows that a game-theoretic approach, which offers insight into the nature of interactions between sovereign countries behaving strategically and the kinds of outcomes such interactions produce, can illuminate how best to achieve international agreements in support of climate-change mitigation strategies. Game Theory and Climate Change develops a conceptual framework with which to analyze climate change as a strategic or dynamic game, bringing together cooperative and noncooperative game theory and providing practical analyses of international negotiations. Chander offers economic and game-theoretic interpretations of both the Kyoto Protocol and the Paris Agreement and argues that the Paris Agreement may succeed where the Kyoto Protocol failed. Finally, Chander discusses the policy recommendations his framework generates, including a global agreement to support development of cleaner technologies on a global scale.

Low-lying and coastal areas are particularly at risk from climate-related hazards such as sea level rise and increased intensity storms. In order to protect residents, countries and regional governments have begun to plan and implement adaptation strategies to minimize the impact of future climate change related disasters. This thesis explores the current status of bottom-up participatory climate change adaptation planning in the Philippines and offers new insights into making this method more inclusive. Some research questions posted by this thesis were, "How do climate change adaptation strategies change if formed by local community residents compared to higher government officials?", "Are local government units the appropriate base group when trying to facilitate bottom-up climate change adaptation?", and "What are the factors that affect the understanding and strategy recommendations of Filipinos in regards to climate change resiliency?" Using a mixture of focus group discussions and individual interviews, data were collected on the base understanding of climate change of 64 local village residents and 7 local government officials in the Municipality of Calubian, Leyte, Philippines. Village residents and local government officials were also asked to share their ideas and proposals for adaptation strategies that would help to make the municipality more resilient to climate change. The results of the two groups’ adaptation proposals were compared to determine differences in where attention should be focused.

The Philippines currently has a low level of per capita greenhouse gas emissions. However, emission levels are growing at an increasing rate, with 4% annual growth between 2006 and 2012. The country's energy system is becoming more carbon intensive to satisfy escalating energy demand caused by strong economic growth. This study assesses how the Philippines can take a low-carbon pathway by drawing on detailed modeling of the power, residential, and transport sectors. It identifies low-carbon development options that can be deployed at approximately zero net cost to reduce energy sector greenhouse gas emissions by 70% by 2050. With energy use levels still low, the country has an opportunity to follow a low-carbon development trajectory--if action is taken soon.

National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
