Book excerpt: Given the challenges facing contemporary community colleges, governing boards are in need of information and data gathered from empirically grounded studies of current governing practices. The primary purpose of this study was to describe governance practices of community college boards of trustees in one state in the Northeast region of the United States. A secondary intent of the study was to examine the relationship between institutional structure of community colleges and trustees' perspectives on select governance practices of community college trustees. The study utilized and was informed by secondary analysis of data secured from a cross-sectional population of community college chairs. The research design was a secondary analysis of survey data from McPhail's (2006--07) national study of community college governance trends and practices. Governance practices and the relationship between governance practices and institutional structure were described using descriptive statistics. The research variables for the study were institutional structure and the following governance practices: (a) board executive committee, (b) risk management policies and practices, (c) board and trustee evaluation, (d) practices of the new work of nonprofit boards, (e) ethical standards, and (f) board education. The population consisted of 14 community college board chairs. Finding from this study revealed that the majority of boards engage in practices or activities related to Taylor, Chait, and Holland's The New Work of the Nonprofit Board. Findings from this research support the need for more information and data about community college governance board practices the relationship between institutional structure and governance practices. The data suggests that there may be a relationship between board practices and institutional structure. The study adds to empirical research on board practices. Few studies have taken an empirical approach to the study of governance practices and even fewer, if any, have examined the relationship between practices and institutional characteristics. This study provides varied recommendations related to community college governance for future research and practice. -- Abstract.

Book excerpt: The purpose of this study was to examine community college trustees' knowledge of Learning College principles and perceptions of learning-centered practices for creating or maintaining a Learning College. The Trustee Learning College Questionnaire was used to capture information about community college trustees' personal characteristics, Learning College status, college typology, knowledge of Learning College principles, and their perceptions of learning-centered practices for creating or maintaining a Learning College. This study employed quantitative methods that included four types of analyses: descriptive analyses, correlation analyses, ANOVA analyses (including multiple comparisons), and ordinary least squares regression analyses that examined relationships between and among the independent variables and dependent variables. Results of this study revealed that it is important to consider Learning College status, highest degree attained, and years as a trustee when examining community college trustees level of knowledge of Learning College principles. Results also indicated that "community college attendance and teaching" and "years as a trustee", are important to consider when examining community college trustees' perceptions of learning-centered practices for creating or maintaining a Learning College. Implications of this study include the need for (1) national discussions about the Learning College and community college trustees' role in the Learning College; (2) trustees who are interested in the creation or maintenance of a Learning College to be committed and willing to participate in ongoing professional development and training opportunities that support effective governance throughout a Learning College; (3) governing boards to redefine their roles and responsibilities to ensure that learning is the foundation for its policy and decision-making practices; and (4) quality and in-depth research on community college trustees' involvement in the Learning College. -- Abstract.

To ensure public accountability of community colleges, the board of trustees has been given the responsibility of representing the community's interests and responding to the educational needs of the community. Serving as stewards of the public trust and a conduit for critical and meaningful connection to and with the college's community are a trustee's time-honored role. Trustees embody this connection when they first interact with the community and then act on behalf of the community they represent. This case study examines and describes the public engagement practices of public community college trustees. There were two central research questions that guided this study: (1) What is the process by which community college trustees engage with the public? (2) What factors contribute to trustee public engagement practices? Trustees' public engagement perceptions were pursued through inquiry within five categories: (a) role and responsibilities, (b) definition of public engagement, (c) public engagement practices, (d) barriers to public engagement, and (e) how to make public engagement more effective. Five major themes emerged: (a) trustee role, (b) relationship with the public, (c) administrative and organizational structures, (d) leadership, and (e) policy from the findings, which have implications for theory and practice. (1) Trustees identified serving and representing the community's interests as their role; this role has been performed with minimal meaningful contact with the community. (2) Trustees had no common nomenclature for the public, constituents, stakeholders, community, public engagement or public participation. (3) Trustee governance has not focused on public engagement in its relationship with the public. (4) Trustees' engagement practices are influenced by a priori assumptions about the public and public participation. (5) Trustees have no public engagement policy or framework linked to establishing policy or decision making. A key finding of this study is that trustees do not identify deliberative public engagement as a role priority or a default priority. The role of trustees must be reframed and redefined to include democratic public engagement practices; and the public's role in democratic governance must be reclaimed. -- Abstract.

Book excerpt: ABSTRACT Community college governance boards in the United States are comprised of public officials who are appointed or publicly elected from the community in which their college resides. The purpose of these governance boards is to oversee the community college with respect to mission, strategic direction of the College, hiring the CEO/President and accepting fiduciary responsibility. The fiduciary role of board members, also known as trustees, has become more critical as funding sources have been on the decline. The reality of diminishing budgets has also sparked an increase in outcomes-based accountability, with stakeholders expecting their community college to act as good fiscal stewards. The American Association of Community College Trustees (AACT) purports, board self-assessment is a tenet of effective board governance, providing an effective means for board members to understand their role and responsibilities (Smith, 2000). While community college governance boards have the opportunity to seek assistance in the self-assessment process from trustee associations such as AACT, the shifting priorities and fees associated with these services can often impede them. The Midwest Community College Trustee Self-assessment Survey was administered to elected community college trustees in six Midwest states: Illinois, Iowa, Kansas, Michigan, Missouri, and Nebraska. Since very little research has been conducted in the area of community college trustees, this research could provide valuable information as to the skill sets, which may facilitate effective board functioning and reveal areas of deficit, which may present barriers to effective board functioning. The goals of the survey were to acquire demographic information, background information, and trustee perceptions of effective board functioning. The rationale for this study was that little examination of board governance processes at community colleges had occurred and, as a result, board members may lack the understanding necessary for effectively performing their governance responsibilities. Although there have been multiple studies examining the board-president relationship, little research has examined what differences between elected and state-appointed boards may exist, and if board members are prepared to understand and fulfill their responsibilities. The following questions guided the research: (1) To what extent do the roles and responsibilities of politically appointed trustees and locally elected trustees differ? (2) How prepared are state boards and elected boards for their oversight role and responsibilities? The goal of the research was to identify whether there were substantial differences between how state-appointed boards and elected boards approached their oversight responsibilities, to identify benefits or limitations for an institution between state board oversight and elected board oversight, and to better understand the importance of board preparation. The research design followed a qualitative case study methodology focusing on three community college boards in the same state -- two locally elected community college boards and the state board of a community college system. A collective case study provided a unique opportunity to compare if differences existed between locally elected and state-appointed boards. The research instruments utilized to gather data for this study were a questionnaire, interviews, board meeting observations and examinations of board minutes, orientation packets, and board policies. The themes that emerged from the study fell primarily into the following categories: professional experience, board preparation, roles and responsibilities, decision-making, and board relations. The study findings did not reveal there were strong and unique procedural differences between elected and state-appointed trustees, but it did confirm that board preparation is severely lacking for all boards, resulting in boards composed of well-intended individuals, but not necessarily equipped to serve effectively. For boards to operate at a high level of effectiveness in support of the college mission, the findings supported the following: boards undergo initial and ongoing training on their roles and responsibilities, employ a strong president who understands the importance of board preparation, and have a commitment to ongoing professional development regarding their governance roles. Lacking any of the above can greatly impact board effectiveness and has the potential to leave institutions vulnerable to poor oversight.

The secondary intent of the study was to examine participant's perceptions of trust and shared governance within Maryland community colleges. Trust theory was used as the theoretical framework. A quantitative research approach was used to conduct the study. The population of the study was the Chairman of the Board of Trustees, the President (or Chief Executive Officer) of the college, and the chair of the shared governance forum of the community colleges in the State of Maryland. A researcher constructed survey instrument 'The Survey of Community College Shared Governance' was created for the study. It was designed to collect demographic data and responses to test factors that influenced shared governance in the community colleges based on trust theory. These factors included characteristics of governance leaders, institutional characteristics and the five dimensions of trust. Responses solicited within the second part were Likert scale perceptual responses. The study utilized descriptive, comparative, and correlational statistical applications to analyze the data. A major finding of the study was that there is no significant difference in the perceptions of governance leaders toward shared governance in the community colleges of Maryland given demographic variables like: position, length of service to the college, length of service to higher education, age, gender, race, location of the college, and size. This study shows overwhelming agreement among the participants in the value of shared governance as measured using trust theory. A second major finding is that the level of trust influences perception of shared governance. There is a significant correlation between the components of trust: openness, concern, reliability, and honesty, when applied to the perception of shared governance constituent groups (a) Board of Trustees, (b) the President, and (c) the college Senate in the community colleges of Maryland. These findings reveal that trust and shared governance means are positively correlated; in other words the higher the level of trust, the higher the shared governance level. -- Abstract.

Starting with the theory of planned behavior as the theoretical framework, a questionnaire was used to measure trustees' knowledge of the leadership crisis, attitudes towards succession planning, subjective norms about succession planning, and perceived behavioral control of succession planning with trustees' intentions to promote succession planning in Maryland community colleges. The study employed a quantitative research methodology to collect data from the community college trustees associated with the 16 public community colleges in Maryland. The data suggested that Maryland community college trustees believe their primary role and responsibility is the appointment and evaluation the institution's president. The study also revealed that trustees were aware of the pending leadership crisis. In examining succession planning through the lens of the theory of planned behavior, the results suggested that participating trustees had favorable attitudes towards succession planning, felt pressured from the faculty and staff (subjective norms) about succession planning, held favorable perceptions of their perceived behavioral control of succession planning; and indicated intentions to promote succession planning in Maryland community colleges. The data also supported the development of succession planning policies for presidential recruitment and succession planning practices for key positions. Recommendations included: (a) succession planning being incorporated in the institution's strategic plan, (b) trustees participating in succession planning professional development training, and (c) recruitment practices throughout the institution that incorporated succession planning elements. The study concluded with future research recommendations to further enhance the literature about succession planning in community colleges. -- Abstract.
