Book excerpt: This special issue works toward refining the understanding of a construct that has had a name for nearly 30 years and has been used by educators of all stripes for centuries. The introduction lays the groundwork for discussing the issues addressed throughout. Each of the papers address different aspects of a similar problem: How can we conceptualize, design, and assess the effects of scaffolding when it is implemented in a complex classroom system? The first article addresses a core problem in conceptualizing scaffolding: What are the specific goals of scaffolding provided in software tools? The next paper extends this consideration of how scaffolding mechanisms can complement each other and explores issues having to do with the complex settings in which scaffolding is used. A framework which synthesizes theoretical and design work done in cognitive science, psychology, educational technology, science education, and the learning sciences over the last three decades is the topic of the third paper. The final article presents a new method for analyzing the effects of scaffolding. This special issues closes with commentary covering different components of a definition of scaffolding, including the "what, why, and how" of scaffolding.

Thinking of government as entrepreneur is a unique lens through which the authors of this book examine a specific subset of U.S. government policy actions. As such, their viewpoint underscores the purposeful intent of government, its ability to act in new and innovative ways, and its willingness to undertake policy actions that have uncertain outcomes. Viewing particular policy actions through an entrepreneurial lens is useful in two broad dimensions. First, it underscores the forward looking nature of policy makers as well as the need to evaluate the social outputs and outcomes of their behavior in terms of broad spillover impacts. Second, government acting as entrepreneur parallels in concept similar activities that occur in the private sector. Government as Entrepreneur is the first broad effort to emphasize the entrepreneurial aspects of governments. It is also the first systematic treatment of U.S. innovation policies to promote the formation of strategic research partnerships. It will foster a new perspective on the role of government and how incentives for government to act entrepreneurially might be institutionalized; it will serve as a vehicle for policy makers and scholars to think about the entrepreneurial actors in an economy, in a new way.

Following the completion of the Special Issue "Health Care for Older Adults" for the international Journal of Environmental Research and Public Health, the Guest Editors felt the satisfaction of having reached 18 published manuscripts and the possibility of transforming this volume into a book. This book was born from the need to show how health and social advances have increased human longevity as never before. We live longer, knowing more and more the epigenetic mechanisms of this longevity, as extended aging also coexists with the least favorable aging trajectories. Among them, a syndrome stands out from the gerontological and geriatric perspective: frailty. Due to the pandemic, a social problem has increased its presence in clinical practice: ageism. Older adults have found it difficult to access the necessary clinical resources due to the simple matter of age. However, at this moment, we are able to detect and to reverse frailty. In the same way, we should aim to prevent loneliness and social isolation, involved in social frailty. Geriatric syndromes are underdiagnosed and undertreated, but clinical and geriatric knowledge provide diagnostic tools and non-pharmacological approaches to prevent and to treat them. All health professionals working together in an interdisciplinary team could improve the clinical practices to develop a quality health care for older adults, improving their life satisfaction and quality of life perception too.

The creation of permanent investment courts was first proposed several decades ago, but it has only recently become likely that these proposals will be implemented. In particular, the European Commission has pushed for a court-like mechanism to resolve investment disputes in various recent trade and investment negotiations. Such a framework was included in some free trade agreements (FTAs) and investment protection agreements (IPAs) the European Union (EU) signed or negotiated with Vietnam, Singapore, Mexico and Canada. While it was shelved long before the publication of this Special Issue, the European Commission had also formally proposed a court system during the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) agreement with the United States. The issue of a Multilateral Investment Court (MIC) has also been prevalent at the Working Group III proceedings of the UNCITRAL on investor-State dispute settlement reform, attracting scholarly and public attention.Will these developments lead to the creation of permanent investment courts? How will such courts change the future of international investment law? Will they bring about a real institutional change in adjudicatory mechanisms? Will they introduce a 'hybrid' system, which borrows important characteristics from both arbitration and institutional methods of international adjudication? There has also been a complementary global aspect to this with the OECD’s PISA and IEA’s TIMSS and PIRLS, which have had impacts on national education systems and their policy frameworks. While there has been a globalized educational policy discourse that suggests that high stakes standardised testing will drive up standards and enhance the quality of a nation’s human capital and thus their international economic competitiveness, this discourse still manifests itself in specific, vernacular, path dependent ways in different nations. High stakes testing and its effects can also be seen as part of the phenomenon of the ‘datafication’ of the world and ‘policy as numbers’, linked to other reforms of the state, including new public management, network governance, and top-down and test-based modes of accountability.
