The credits are distributed to the travelers by the government and can be freely traded among travelers. A model is proposed in this dissertation for designing a credit distribution and charging scheme that achieves a balance between equity and efficiency. The scheme is demonstrated to have more potential than congestion pricing scheme in achieving superior performance on both equity and efficiency measures.
