Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.

Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. To evaluate how to achieve the objectives of Vision 20: 2020 with reduced carbon emissions, the Federal Government of Nigeria and the World Bank undertook a multiyear program of analytical work. The summary results of this program are contained in a separate book (published in the World Bank's "Directions in Development" series) entitled Low-Carbon Development: Opportunities for Nigeria, which concludes that Nigeria can achieve its development objectives, while stabilizing emissions at 2010 levels and providing domestic benefi ts on the order of 2 percent of GDP. This volume is a collection of the background technical reports on the four sectors of inquiry: agriculture and land use, oil and gas, power, and transport. It contains details on the data, methodology, and assumptions used throughout the analysis. For agriculture and land use, the study team developed an agriculture production growth model, which permits the evaluation of sector emissions in both a reference and a low-carbon scenario. The study fi nds that low-carbon practices have signifi cant potential to make the sector more productive and more climate-resilient. For the oil and gas sector, the analysis assesses the potential of accelerated phase-put of gas fl aring, reduction of leakages, and increased energy effi ciency in the operation of facilities, to both reduce the sector's emission and contribute to the industry's net revenues and growth. The analysis of the power sector shows how the country can expand power generation and broaden access to electricity while reducing associated emissions, through renewable energy, energy effi ciency, and lower-carbon technologies in thermal power generation. Finally, this analysis assesses the expected growth in CO2 emissions from on-road transport under a normal business development scenario up to the year 2035, and it identifi es actions at national and local levels that would reduce this growth, resulting in fuel economies, better air quality, and reduced congestion. Assessing Low-Carbon Development in Nigeria: An Analysis of Four Sectors outlines several actions that the Nigerian government could undertake to facilitate the transition to a low-carbon economy.

Yet the nature and dimensions of these problems have been changing over time. As economic systems have developed, specialization has increased; and this has led to increased interdependences of rural and urban areas, of agricultural and nonagricultural sectors, and of nations. When the International Institute for Applied Systems Analysis (IIASA) began the Food and Agriculture Program (FAP) in 1976, we started with these objectives: (1) To evaluate the nature and dimensions of the world food situation. (2) To identify the factors that affect it. (3) To suggest policy alternatives at national, regional, and global levels: (a) To alleviate current food problems. (b) To prevent food problems in the future. To realize these objectives, FAP was organized around two major tasks. The first task was directed at national policy for food and agriculture in an international situation. Here, computable general equilibrium models were developed for nearly 20 major developed and developing countries and were linked together to examine food trade, aid, capital flows, and how they affect hunger, in addition to the effects of national government policies, which were also considered in detail. This approach, however, needed to be complemented by another approach that dealt with food production at the farm level.

Accordingly, the 68th United Nations (UN) general assembly declared 2016 the “International Year of Pulses” to raise awareness and to celebrate the role of pulses in human nutrition and welfare. Likewise, the assembly declared the year 2015 as the “International Year of Soils” to promote awareness of the role of “healthy soils for a healthy life” and the International Union of Soil Science (IUSS) has declared 2015-2024 as the International Decade of Soils. Including legumes in cropping systems is an important toward advancing soil sustainability, food and nutritional security without compromising soil quality or its production potential. Several textbooks and edited volumes are currently available on general soil fertility or on legumes but‚ to date‚ none have been dedicated to the study of “Legumes for Soil Health and Sustainable Management”. This is important aspect, as the soil, the epidermis of the Earth (geoderma)‚ is the major component of the terrestrial biosphere. This book explores the impacts of legumes on soil health and sustainability, structure and functioning of agro-ecosystems, agronomic productivity and food security, BNF, microbial transformation of soil N and P, plant-growth-promoting rhizobacteria, biofertilizers, etc. With the advent of fertilizers, legumes have been sidelined since World War II, which has produced serious consequences for soils and the environment alike. Therefore, legume-based rational cropping/soil management practices must support environmentally and economically sustainable agroecosystems based on (sequential) rotation and intercropping considerations to restore soil health and sustainability. All chapters are amply illustrated with appropriately placed data, tables, figures, and photographs, and supported with extensive and cutting-edge references.
