It draws lessons from performance measurement systems in a range of industrial countries to identify good practice around the world in improving public sector governance, combating corruption and making services work for poor people.

Book excerpt: While citizens usually want more from government, they generally are included to pay less in taxes. When resources become scarce, as has been the case for most public jurisdictions, innovative methods must be developed for responding to service and cost pressures. How can this be done? A Workbook in Redesigning Public Services stresses a hands-on, how-to approach to diagnosing service delivery problems, analyzing alternative ways of delivering services, and communicating solutions to the policy makers. Among the service options considered are contracting with a private firm, inter-governmental agreements, self-help, franchises, grants and subsidies, and vouchers.

Available in PDF, EPUB and Kindle. Book excerpt: The book examines the status of public service in developing countries, in the sectors of health, infrastructure, labour and marginalized populations, rural economy and public administration. The last decade has witnessed significant government focus on service delivery in developing nations like South Africa, Philippines, India and Malaysia. At the forefront of this movement has been the public sector reforms significantly driven by two broad factors: public sector inefficiencies and liberal economic ideology. This move towards efficient public service delivery in developing nations (versus developed nations) has required a significant shift in institutional thinking and institutional capacity for the governments. It is therefore no surprise that while economic liberalization has been relatively easy to implement, governance reforms towards public service delivery has been significantly more challenging. In this background, the chapters of the book, with sector themes, examine the three basic foundations of public policy—courses of action, regulatory measures and issues, and funding structures and priorities—in public service delivery. The book is a multi country, multi sector, perspective since it includes studies from Russian Federation, India, Ethiopia, Pakistan, Fiji, South Africa, Columbia, Philippines, Macedonia and India. This perspective lends itself to the investigation for a comprehensive overall development model.

Available in PDF, EPUB and Kindle. Book excerpt: E. Dijkgraaf and R. H. J. M. Gradus 1. 1 Introduction In 2004 Elbert Dijkgraaf nished a PhD-thesis ‘Regulating the Dutch waste market’ at the Erasmus University Rotterdam. It was interesting that not much is published about the waste market, although it is a very important sector from an economic and environmental viewpoint. In 2006 we were participants at a very interesting conf- ence on Local Government Reform: privatization and public-private collaboration in Barcelona organized by Germa ` Bel. It was interesting to notice that researchers from Spain, Scandinavian countries, the UK and the USA were studying this issue as well. From this we brought forward the idea to publish a book about the waste market. Because of its legal framework we want to focus on Europe. In this chapter we give an introduction to this book. In the next paragraph we present a short overview of the waste collection market. Since 1960 the importance of the waste sector has increased substantially both in the waste streams and the costs of waste collection and treatment. Furthermore, we discuss policy measures to deal with these increases and give an overview of the different measures in - countries. In the last paragraph we present different chapters of our book. 1. 2 Empirical Update of the Waste Collection Market The Dutch case provides a nice example why studying the waste market is int- esting from an economic point of view.

Book excerpt: The purpose of The History and Politics of Private Prisons in America is to examine the history of the movement, establish how politics affects it, and provide practitioners, politicians, academics, and students with alternative thinking about the value of privatizing prison management. In the first two chapters, author Martin P. Sellers provides a brief history of incarceration and surveys the current privatization movement in the United States, identifying its roots in economics, politics, and administration. Chapter 3 identifies the many political, economic, social, and administrative arguments against privatization and attempts to explain how these arguments developed. In chapter 4, Sellers analyzes three private prisons, comparing them to three public prisons, to determine which group is more efficient at providing prison services, particularly health and education services.
