However, there is a relatively small amount of research published on how the connection between education and economic development works. This is a case study of the Greater Hattiesburg Area of Mississippi which seeks to explore and to begin to understand how to better the relationship between education and economic development. The researcher conducted eight in-depth, open-ended interviews with key informants who were directly engaged in the K-12 education system and economic development of the Greater Hattiesburg Area. The researcher coded data from the interviews according to common themes that emerged from all of the interviews. These data were then sorted theme by theme so to conclude how education and economic development work together. The results show that there is a definite connection between education and economic development. The five major themes found in the data are that 1) there is a connection between education and economic development, 2) education is used as a tool for economic development, 3) there are challenges to strengthening the relationship between education and economic development, 4) steps can be taken to increase this relationship, and 5) Hattiesburg has "all the right ingredients" to tap into this alliance. --Page iv.

Twenty-one scholars, ten of which are from or work in Mississippi, have contributed original policy research. All twenty chapters were written specifically for Mississippi with a shared goal to promote prosperity in the state. While some of the chapters contain complex policy reforms, we have made every effort to present the concepts and ideas in a way that is understandable to the average citizen, the person who can benefit the most from this information. The first three chapters of the text summarize the basic economic principles necessary to achieve economic prosperity. These three chapters present the principles behind the reforms proposed in the subsequent seventeen chapters. Each chapter was written independently and offers unique insight into different areas of state policy reform. While the topics covered range from tax reform, education reform, healthcare, corporate welfare, occupational licensing and business regulatory reform to criminal justice reform, and natural disaster recovery efforts, there is a clear unifying framework underlying the conclusions reached in each chapter. The theme throughout is that economic growth is best achieved through free market policies, policies which are based on limited government, lower regulations, lower taxes, minimal infringement on contracting and labor markets, secure private property rights, low subsidies, and privatization. Policy based on these principles allows Mississippians to have more rights and more choices in their lives.

Yet, in response to shifting attitudes about the relative importance of individual and societal benefits that result from increased education, the share of public resources going to higher education in the United States has decreased over time. The purpose of this report is to present information to help policymakers and the general public understand and appreciate the relative contribution of education to individuals and to society. This report finds that the public economic costs of an insufficient level of educational attainment have at least two components. The first component is the decreased tax revenue due to stunted economic growth, and the second component is the increased public expenditure due to increased reliance on public social programs. Book excerpt: Copiah-Lincoln Community College (Co-Lin CC), from its beginning, has been a product of and provider of service to its local and regional communities, from its economic impact through increased tax base and revenue, to its educational impact through graduates of academic and technical programs, to its workforce training impact through cooperation with local industry to promote economic development. It is imperative for the continued growth and stability of the communities it serves and the state of Mississippi that Co-Lin CC and the other Mississippi community colleges continue to carry out their mission of providing the best possible opportunities for students. The purpose of this study was to place one institution into the larger historical narrative about community colleges. This study attempted to describe the factors that led to the establishment of an agricultural high school that developed into a junior college. The study also described the original mission and how it evolved during the 100 year history of the institution, including the continuing economic impact of the college on the local community. Historical data were mined from a variety of primary sources such as documents, letters, legislation, school records, board meeting minutes, and images; pertinent secondary sources and interviews from pertinent college leaders were collected; and existing economic impact data were referenced to identify emerging trends. Results indicate factors leading to the establishment of the agricultural high school and junior college included access, affordability, and quality of education. The implementation of the mission of the college, throughout its 100 year existence, evolved along with the changing needs of the community. The needs of the students and the community changed and the wording of the mission changed, but the mission did not change. Along with the educational impact, the economic impact is an integral part of the effect that Co-Lin CC has on the local communities it serves.[Abstract copied from the ETD PDF document].
