Book excerpt: This monograph provides a framework and guidelines for the assessment of institutional frameworks for integrated water resources management (IWRM). The framework and guidelines were developed to enable expert teams of the Inter-American Development Bank to incorporate capacity-building considerations into water-related projects. The framework and guidelines were tested in four countries with different physical, social and economic environments in Latin America and the Caribbean. Using this framework, it is possible to identify shortcomings in existing water management arrangements and to formulate interventions at and between the constitutional, organizational, and operational levels. To guide the formulation of interventions, an ideal IWRM situation is formulated. Due to the temporal and spatial specificity, a desired IWRM situation is formulated in a process which consists of ten operational steps. This process is based on an extensive consultation and participation of all relevant stakeholders. The fields of interventions concern awareness creation, policy development, legal and financial arrangements, human resources development and management information and decision support systems.

Boldly introduced in 1981, the Chilean model is the worlds leading example of a free market approach to water law, water rights, and water resource management. Despite more than a decade of international debate, however, a comprehensive, balanced account of the Chilean experience has been unavailable. Siren Song is an interdisciplinary analysis combining law, political economy, and geography. Carl Bauer places the Chilean model of water law in international context by reviewing the contemporary debate about water economics and policy reform. He follows with an account of the Chilean experience, drawing on primary and secondary sources in Spanish and English, including interviews with key people in Chile. He presents the debate about reforming the law after Chile‘s 1990 return to democratic government, as well as emerging views about how water markets have worked in practice. Book excerpt: This evaluation assessed the extent to which FAO’s work has been relevant and effective in supporting its Members to achieve Sustainable Development Goal 6 (SDG 6). Water resources management is central to any consideration of agricultural production, ecosystems sustainability, rural livelihoods and climate change adaptation and resilience, issues that lie at the heart of FAO’s mandate. The evaluation found that FAO has a comparative advantage in several key SDG 6 target areas and addressed needs and demands from Members in all SDG 6 target areas. Irrigated agriculture (target 6.4) represents an area of high demand from Members and a dominant theme in the reviewed case studies. Regional initiatives are effective in addressing specific needs and challenges of individual regions. FAO has performed well in its custodial role for SDG indicators 6.4.1 and 6.4.2. However, overall FAO’s strategic approach to water-related activities remains. The links between agriculture and water quality and pollution (target 6.3) were not adequately addressed. Despite limited evidence on full transformational changes, the evaluation highlights several activities and approaches that, if nurtured, could form the basis for transformational change.
