Book excerpt: La montée des problèmes d'environnement dans les villes nécessitera dans les années à venir une vague importante d'investissements dans les secteurs privé et public dans le contexte d'une demande sociale croissante de qualité. Cette perspective appelle une problématique économique de l'environnement urbain. Ce travail se propose d'apporter de nouveaux outils aux théories actuelles de l'économie de l'environnement centrées sur le concept "programmatique" du développement durable, afin de traiter spécifiquement les problèmes locaux et urbains d'environnement. Le fil directeur consiste à adopter une représentation "subjective" de l'environnement urbain que l'on nomme "cadre de vie" et d'appréhender la qualité de ce cadre de vie comme un bien public local coproduit par un certain nombre d'acteurs de l'aménagement et de la production, et par les citadins eux-mêmes. La problématique se déploie en délimitant l'espace de l'économie de la qualité du cadre de vie relativement a l'intervention de producteurs sur l'infrastructure matérielle de la ville, et à la satisfaction (ou insatisfaction) ressentie par les habitants d'une agglomération donnée, à qui la qualité du cadre de vie s'impose comme une externalité totale de consommation. On fait le point sur les possibilités d'évaluation monétaire de la qualité du cadre de vie d'une agglomération, avant d'élargir l'évaluation à l'analyse multicritère articulée avec une théorie de la décision des systèmes d'acteurs locaux. Il est alors possible d'analyser les modes de coordination et les déterminants du comportement des acteurs urbains face a cette qualité, qu'ils se situent du côté "offre" ou du côté "demande". Une partie des outils théoriques proposés est appliquée à un cas concret : l'agglomération boulonnaise dans la région nord pas-de-calais.
