By examining the major events and transformations in Mexico since 1968, he shows how historical myths such as the Mexican Revolution, Benito Juárez, and Emiliano Zapata as well as Catholic nationalism emerged during historical-commemoration ceremonies, in popular social and anti-neoliberal protest movements, and in debates between commentators, politicians, and intellectuals. Sheppard provides a new understanding of developments in Mexico since 1968 by placing these events in their historical context. The work further contributes to understandings of nationalism more generally by showing how revolutionary nationalism in Mexico functioned during a process of state dismantling rather than state building, and it shows how nationalism could serve as a powerful tool for non-elites to challenge the actions of those in power or to justify new citizenship rights as well as for elites seeking to ensure political stability.

Book excerpt: The proto-Liberalism of the late seventeenth century in England reverses all the central persuasions of illiberal evangelical religion of the early sixteenth century. Free-will, division of powers, non-literalist Biblical reading, aesthetics, theatricality: each reverses cardinal positions of Lutheran and Calvinist religion. How? Permanent Revolution argues that all revolutions take about 150 years to settle down. In the case of the Reformation in England, the first revolution (what Simpson calls "permanent revolution") was heady and radical. It was also ultimately unsustainable. In about 150 years it produced its opposite, the second Reformation which led to the Enlightenment. In our own times, the author says, liberals make a dangerous mistake when they do not understand that Evangelical fundamentalists descend from the same parent as themselves - the "permanent revolution" of the early Reformation. The core of the book is about the English Reformation and the archive is largely literary. Yet the political and intellectual ramifications exceed the remit of literary studies. The story of the proto-Enlightenment narrated here is not a story of secularist repudiation from outside. Instead, it is primarily a story of transformation and reversal of the Protestant tradition from within. The second Reformation (the one that became the Enlightenment) is less a secularist opponent of the first than its dissident younger sibling, driven and marked, if not scarred, by its older evangelical sibling and competitor.--

The goal of the leaders of the revolutionary movements in all three countries was to create a progressive, independent bourgeois-democratic state but contrary to expectations, the national bourgeoisie did not welcome a national democratic revolution. Instead, faced with a mass movement, it fought hard to re-assert its own and US imperialism’s economic and political stranglehold, opposing increased democratic rights, greater social equality, agrarian reform and the redistribution of wealth. We trace how, in all three countries, the national bourgeoisie joined forces with imperialism and used violent methods to reverse the progressive measures made, and when these attempts failed carried on a campaign of economic sabotage to starve the masses into submission. In Cuba the revolution was propelled forward by abolishing capitalism and enormous conquests were made. In Nicaragua and Venezuela, the revolution was stopped half way, leading to disaster and defeat. As the world enters a decisive revolutionary epoch, reformists, just as they did in Nicaragua and Venezuela, attempt to hold that revolution back. In the face of all experience, their solution to social crises is one which stubbornly remains within the narrow limits of capitalism. This book is a contribution to the debate about revolutionary strategy. It highlights the lessons to be learned from the recent past, argues against the failed reformist approach and draws the conclusion that only through the workers coming to power and expropriating the oligarchy can we begin to overcome the exploitation and oppression of the masses.

Did a new ruling class rise to take the old one's place--and if so, what differences resulted? In this compelling study, the first of its kind, Mark Wasserman pursues these questions through an analysis of the history and politics of the northern Mexican state of Chihuahua from 1910 to 1940. Chihuahua boasted one of the strongest pre-revolutionary elite networks, the Terrazas-Creel family. Wasserman describes this group's efforts to maintain its power after the Revolution, including its use of economic resources and intermarriage to forge partnerships with the new, revolutionary elite. Together, the old and new elites confronted a national government that sought to reestablish centralized control over the states and the masses. Wasserman shows how the revolutionary government and the popular classes, joined in opposition to the challenge of the elites, finally formalized into a national political party during the 1930s. Persistent Oligarchs concludes with an account of the Revolution's ultimate outcome, largely accomplished by 1940: the national government gaining central control over politics, the popular classes obtaining land redistribution and higher wages, and regional elites, old and new, availing themselves of the great opportunities presented by economic development.
