Book excerpt: This book investigates the origins of the North Korean garrison state by examining the development of the Korean People’s Army and the legacies of the Korean War. Despite its significance, there are very few books on the Korean People’s Army with North Korean primary sources being difficult to access. This book, however, draws on North Korean documents and North Korean veterans’ testimonies, and demonstrates how the Korean People’s Army and the Korean War shaped North Korea into a closed, militarized and xenophobic garrison state and made North Korea seek Juche (Self Reliance) ideology and weapons of mass destruction. This book maintains that the youth and lower classes in North Korea considered the Korean People’s Army as a positive opportunity for upward social mobility. As a result, the North Korean regime secured its legitimacy by establishing a new class of social elites wherein they offered career advancements for persons who had little standing and few opportunities under the preceding Japanese dominated regime. These new elites from poor working and peasant families became the core supporters of the North Korean regime today. In addition, this book argues that, in the aftermath of the Korean War, a culture of victimization was established among North Koreans which allowed Kim Il Sung to use this culture of fear to build and maintain the garrison state. Thus, this work illustrates how the North Korean regime has garnered popular support for the continuation of a militarized state, despite the great hardships the people are suffering. This book will be of much interest to students of North Korea, the Korean War, Asian politics, Cold War Studies, military and strategic studies, and international history.

It is said that people take each other for granted, especially loving to overlook the boundaries which they don't suppose to cross. In fact, the most successful tempers, and thus the most dangerous, are the "deluded deluders." General Gowon attacking Biafra on July 6th, 1967, means that people lose their tempers merely from seeing others keep there. That temptation that overtook Gowon to attack Biafra made things very clear, that man is so muddled, so dependent on things immediately before his eyes, that every day even the most submissive believer can be seen to risk the torments of attacking people you presume to be less powerful, for the smallest pleasure in military victory. That's why some people can resist anything except temptation. Nigeria killed us, and we also killed them on a large scale. The question here is, can a moment of madness make up for an age of consent...? It is so sad that the "Madness of acting before thinking" and mentality of "quick kill" are still here since the end of the shooting war of 1967. The matching to the sea of Armageddon and the failure by blowing our last chance to create a more equitable system becomes a curse. We are heading towards catastrophe. I think the world will not be surprised because anything that is created has a life span. In present Nigeria, the apocalypse can be seen on the horizon. One thing is certain, no country without good leaders and laws could properly consider itself independent... We are again playing into the hands of European arms dealers to sell their stockpiled arms to enable us to destroy ourselves so that we become lower than savages... Nigerian's instability and chaos are not from Hausa, Fulani, or Yoruba, but from Great Britain...

PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances.
