It is bordered by Delaware to the east, Virginia to the south, West Virginia to the west, and Pennsylvania to the north. The state's largest city and capital is Annapolis, while the largest city by population is Baltimore. Founded in 1634, Maryland was a haven for English Catholics who faced persecution in England. The colony was named after Queen Henrietta Maria, the wife of King Charles I. During the American Revolution, Maryland played a vital role in the fight for independence. The state was the site of several key battles, including the Battle of Baltimore in 1814, which inspired Francis Scott Key to write "The Star-Spangled Banner". Today, Maryland is known for its bustling cities, historic landmarks, and scenic natural areas. The state's economy is diverse, with industries such as agriculture, manufacturing, and technology contributing to its growth. Maryland is also home to several renowned universities, including Johns Hopkins University and the University of Maryland.

Book excerpt: Sprawl and Politics is a political history of the origin, enactment, and implementation of Maryland s well-known Smart Growth and Neighborhood Conservation initiative. It is an insider s look at the political pressures and decisions made by Parris N. Glendening, the former governor of Maryland, and his top staff as they worked to enact and implement a new program to manage growth and curtail sprawl. The book traces the evolution of the Smart Growth program from its substantive underpinnings to the political and public relations strategies needed to assure the program s adoption. Known around the country almost immediately after it was enacted, the program s incentive-based approach served as a model for other states struggling with growth pressures but reluctant to regulate land use. With a perspective only a participant could provide, John W. Frece examines the incidents, issues, pressures, and personalities responsible for shaping the program as well as the challenges faced putting the ideas into practice.

Book excerpt: With the ongoing recession and housing crisis, it has never been more important to understand the federal and state governments' roles in affordable housing. The Creation of a Federal Partnership takes a fresh look at the history of national and state housing policy by examining the role played by state housing agencies since the 1970s. Establishing new ground in the field, this volume discusses how the relationship between the federal and state levels has evolved over time. The result, Margaret M. Brassil argues, is that the federal government's broad policy guidelines allow states to better address their own social issues, an improvement for policy and ultimately for the people it serves.

Available in PDF, EPUB and Kindle. Book excerpt: We face two global threats: the climate crisis and a crisis of democracy. Located at the crux of these crises, sustainable cities build on the foundations and resources of democracy to make our increasingly urban world more resilient and just. Sustainable Cities in American Democracy focuses on this effort as it emerged and developed over the past decades in the institutional field of sustainable cities—a vital response to environmental degradation and climate change that is shaped by civic and democratic action. Carmen Sirianni shows how various kinds of civic associations and grassroots mobilizing figure in this story, especially as they began to explicitly link conservation to the future of our democracy and then develop sustainable cities as a democratic project. These organizations are national, local, or multitiered, from the League of Women Voters to the Natural Resources Defense Council to bicycle and watershed associations. Some challenge city government agencies contentiously, while others seek collaboration; many do both at some point. Sirianni uses a range of analytic approaches—from scholarly disciplines, policy design, urban governance, social movements, democratic theory, public administration, and planning—to understand how such diverse civic and professional associations have come to be both an ecology of organizations and a systemic and coherent project. The institutional field of sustainable cities has emerged with some core democratic norms and civic practices but also with many tensions and trade-offs that must be crafted and revised strategically in the face of new opportunities and persistent shortfalls. Sirianni’s account draws ambitious yet pragmatic and hopeful lessons for a “Civic Green New Deal”—a policy design for building sustainable and resilient cities on much more robust foundations in the decades ahead while also addressing democratic deficits in our polarized political culture.
