In doing so, it clarifies a number of central issues about the governance process in modern democratic political systems under strain. A National Challenge at the Local Level first describes who governs and how they govern at the local level. It then reveals the principal underlying political values of both elites and citizens and describes the ways in which they differ. It provides a rational explanation for the differences in these political values, particularly between the two major regions of Germany. Finally, it reveals the basis for the differences in how well local governments perform.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing upon a variety of empirical and theoretical perspectives, The Urban Climate Challenge provides a hands-on perspective about the political and technical challenges now facing cities and transnational urban networks in the global climate regime. Bringing together experts working in the fields of global environmental governance, urban sustainability and climate change, this volume explores the ways in which cities, transnational urban networks and global policy institutions are repositioning themselves in relation to this changing global policy environment. Focusing on both Northern and Southern experience across the globe, three questions that have strong bearing on the ways in which we understand and assess the changing relationship between cities and global climate system are examined. How are cities repositioning themselves in relation to the global climate regime? How are cities being repositioned – conceptually and epistemologically? What are the prospects for crafting policies that can reduce the urban carbon footprint while at the same time building resilience to future climate change? The Urban Climate Challenge will be of interest to scholars of urban climate policy, global environmental governance and climate change. It will be of interest to readers more generally interested in the ways in which cities are now addressing the inter-related challenges of sustainable urban growth and global climate change. Available in PDF, EPUB and Kindle. Book excerpt: Emergency Response to Domestic Terrorism analyzes the emergency response to the bombing of the Alfred P. Murrah Federal Building in Oklahoma City on April 19, 1995. Terrorism is a complex threat, and the American government is expected to deter or intervene in every attack. For that reason, the government must be better prepared to respond to acts of terror. One critical element is to understand what constitutes an "effective response." To answer this key question, the author examined the existing literature and interviewed thirty-one elite participants in the emergency response to the bombing. The result is a unique qualitative case study that analyzes the response efforts undertaken after the bombing to draw conclusions about their relative success or failure. Emergency Response to Domestic Terrorism looks at the nature and interrelationship of bureaucratic structures involved in the response, the organizational networking between the response bureaucracy, and the impact of bureaucratic culture on the response. The work contributes to the existing literatures in both emergency response and bureaucracy. First, theoretical arguments about bureaucracies and their function are put to the test as they are applied to a specific crisis situation. Second, interview materials with key individuals who were on the scene of this American terrorist disaster are provided. Third, the emergency response literature is examined to determine whether the Oklahoma City bombing exhibited the anticipated response challenges. In addition, the work provides insights into the extent to which response communities are familiar with federal response guidelines. The overall results of the study are applicable to emergency response to terrorist incidents and to natural disasters. By bringing together the academic and the practical aspects of emergency response, the work will appeal to students, practitioners, and policymakers. Further, it will foster better understanding of public policy and public administration in general.

Available in PDF, EPUB and Kindle. Book excerpt: Globalization and increased migration have brought both new opportunities and new tensions to traditional East Asian societies. Multicultural Challenges and Redefining Identity in East Asia draws together a wide range of distinguished local scholars to discuss multiculturalism and the changing nature of social identity in East Asia. Regional specialists review specific events and situations in China, Korea, Japan, Thailand, Vietnam, Singapore, Taiwan, Malaysia, Indonesia, and the Philippines to provide a focus on life as it is lived at the local level whilst also tracing macro discourses on the national issues affected by multiculturalism and identity. The contributors look at the uneven multicultural development across these different countries and how to bridge the gap between locality and universality. They examine how ethnic majorities and minorities can achieve individual rights, exert civic responsibility, and explain how to construct a deliberative framework to make sustainable democracy possible. This book considers the emergence of a new cross-national network designed to address multicultural challenges and imagines an East Asian community with shared values of individual dignity and multicultural diversity. With strong empirical support it puts forward a regulative ideal by which a new paradigm for multicultural coexistence and regional cooperation can be realized.
