Much of the current work on extremism in Pakistan tends to study extremist trends in the country from a detached position—a top-down security perspective, that renders a one-dimensional picture of what is at its heart a complex, richly textured country of 200 million people. In this book, using rigorous analysis of survey data, in-depth interviews in schools and universities in Pakistan, historical narrative reporting, and her own intuitive understanding of the country, Madiha Afzal gives the full picture of Pakistan’s relationship with extremism. The author lays out Pakistanis’ own views on terrorist groups, on jihad, on religious minorities and non-Muslims, on America, and on their place in the world. The views are not radical at first glance, but are riddled with conspiracy theories. Afzal explains how the two pillars that define the Pakistani state—Islam and a paranoia about India—have led to a regressive form of Islamization in Pakistan’s narratives, laws, and curricula. These, in turn, have shaped its citizens’ attitudes. Afzal traces this outlook to Pakistan’s unique and tortured birth. She examines the rhetoric and the strategic actions of three actors in Pakistani politics—the military, the civilian governments, and the Islamist parties—and their relationships with militant groups. The first concerns the unleashing of centrifugal and centripetal forces - such as increasing market integration and the activities of institutions like the IMF, World Bank, and WTO - that imperil state sovereignty from 'outside' the nation state. The second threat emanates from self-determination movements that jeopardize state sovereignty from 'inside'. Rigorously analyzing popular hypotheses on globalization's effect on state sovereignty from a broad social sciences perspective, the authors use empirical evidence to suggest that globalization's multilevel threats to state sovereignty have been overestimated. In most instances globalization is likely to generate pressure for increased government spending while only one form of market integration - foreign direct investment by multinational enterprises - appears to increase any feeling of economic insecurity. Book excerpt: Sarajevo Under Siege offers a richly detailed account of the lived experiences of ordinary people in this multicultural city between 1992 and 1996, during the war in the former Yugoslavia. Moving beyond the shelling, snipers, and shortages, it documents the coping strategies people adopted and the creativity with which they responded to desperate circumstances. Ivana Maček, an anthropologist who grew up in the former Yugoslavia, argues that the division of Bosnians into antagonistic ethnonational groups was the result rather than the cause of the war, a view that was not only generally assumed by Americans and Western Europeans but also deliberately promoted by Serb, Croat, and Muslim nationalist politicians. Nationalist political leaders appealed to ethnoreligious loyalties and sowed mistrust between people who had previously coexisted peacefully in Sarajevo. Normality dissolved and relationships were reconstructed as individuals tried to ascertain who could be trusted. Over time, this ethnography shows, Sarajevans shifted from the shock they felt as civilians in a city under siege into a "soldier" way of thinking, siding with one group and blaming others for the war. Eventually, they became disillusioned with these simple rationales for suffering and adopted a "deserter" stance, trying to take moral responsibility for their own choices in spite of their powerless position. The coexistence of these contradictory views reflects the confusion Sarajevans felt in the midst of a chaotic war. Maček respects the subjectivity of her informants and gives Sarajevans' own words a dignity that is not always accorded the viewpoints of ordinary citizens. Combining scholarship on political violence with firsthand observation and telling insights, this book is of vital importance to people who seek to understand the dynamics of armed conflict along ethnonational lines both within and beyond Europe.

Book excerpt: Today, international economic sanctions are imposed in response to virtually every serious international crisis, whether to promote regime change and democratisation, punish armed aggression, or check nuclear proliferation. But how exactly is the economic pain inflicted by sanctions supposed to translate into political gain? What are the mechanisms by which sanctions operate - or fail to operate? This is the first comparative study of this vital question. Drawing on Gramscian state theory, Societies Under Siege provides a novel analytical framework to study how sanctions are mediated through the domestic political economy and state-society relations of target states and filter through into political outcomes - whether those sought by the states imposing sanctions or, as frequently occurs, unintended and even highly perverse consequences. Detailed case studies of sanctions aimed at regime change in three pivotal cases - South Africa, Iraq and Myanmar - are used to explore how different types of sanctions function across time and space. These case studies draw on extensive fieldwork interviews, archival documents and leaked diplomatic cables to provide a unique insight into how undemocratic regimes targeted by sanctions survive or fall.
