Satellite communications technology has its base in the telecommunications industry and thus follow a similar pattern of development through four major stages of growth that impact the DOMSAT industry structure, conduct and performance. Book excerpt: American firms have begun to operate their own imaging satellite systems, aiming to become an important part of the U.S. commercial remote sensing industry. To succeed over the long run, these new U.S. commercial remote sensing satellite firms need a combination of reliable technologies, government policies that encourage U.S. industry competitiveness, a strong international presence, and sound business plans to ensure their competitiveness in both the domestic and international marketplaces. The greatest risks for the these firms come from the challenge of transforming themselves from imagery data providers to strong competitors as information age companies; the need to master the technical risks of building and operating sophisticated imaging satellite systems; and the requirement to operate effectively in a complex international business environment. In addition, the government_s policymaking process has yet to achieve the degree of predictability, timeliness, and transparency that the firms need if they are expected to operate effectively in a highly competitive and rapidly changing global marketplace. The authors conclude with six recommendations that the U.S. Department of Commerce should adopt to best fulfill its responsibilities for promoting the U.S. commercial remote sensing industry and for encouraging the competitiveness of new private imaging satellite firms.

However, this has recently changed as several U.S. and foreign companies have begun to acquire and launch their own imaging satellite systems. Some American firms are already operating their own imaging satellite systems (e.g., Orbimage's Orbview-2 and Space Imaging's IKONOS). These companies aim to become an important part of the U.S. commercial remote sensing industry, which today largely consists of aerial data providers and the value-added firms that play an important role in converting raw imagery data into the products desired by customers. Success for these new U.S. commercial remote sensing satellite firms heavily depends on both understanding and overcoming various risks (e.g., technical, market, policy and regulatory) that could diminish their prospects in the highly competitive global marketplace for geospatial information products and services. What is the legal-political origin of space technology export controls? How do they relate to the current international legal structure? What steps can be taken to evolve our current unilateral paradigm of space technology within the context of peaceful exploration and use of outer space? In this book, these and other relevant questions on space technology export controls are identified and assessed through an insightful case-study of the U.S. commercial communication export control regime. The findings of this case-study are used in an international legal-political analysis of international space law, public international law, and international cooperation. Breaking new ground in international legal theory, a self-justified security dilemma that is manifest in international law is identified and explained as the origin for the current paradigm of space technology export controls.

Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volume were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 26 (thesis year 1981) a total of 11 ,048 theses titles from 24 Canadian and 21 8 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 26 reports theses submitted in 1981, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Book excerpt: If one were to believe the politicians and pundits in the trade press,the world is in midst of a “telecoms revolution,” resulting from (the) deregulation and new competitive opportunities represented by the 1997 World Trade Organisation Agreement on Basic Telecommunications Services. This may be true. Unfortunately, however, the actions of many regulators and industry participants more accurately reveal not a telecoms “revolution” but instead a growing telecoms trade war that is dangerously close to spiralling out of hand. In this book, Naftel and Spiwak review U.S. and European competition and regulatory initiatives post-WTO and provide both a useful roadmap to today's U.S., EU and WTO telecoms regulation and an examination of various case studies to illustrate their points. In so doing, the authors discover unfortunately the sad reality that, despite the political rhetoric, regulators on both sides of the Atlantic have eschewed innovative and indeed productive solutions to create a market structure conducive to long-term competitive rivalry. Instead, the authors demonstrate that current policies reveal a growing cynicism towards the maximisation of consumer welfare that will be difficult - if not outright impossible- to remove.
