The central concern in analyses of employment is absorption of labor. Employment outcomes are often the by-products of government policies that affect economic growth as a whole. This paper concentrates on factors that influence the structure and functioning of labor markets. In Chapter 1, a schematic picture of labor markets is presented. Chapters 2 and 3 analyze the salient features of the workings of rural and urban labor markets and discuss some important government policies that affect the functioning of these markets. The paper concludes that Government intervention in both rural and urban labor markets has often been less than successful, sometimes because their policies were based on incorrect assumptions. At other times, these policies have achieved less because the government also adopted other policies that tended to contradict the goal of providing jobs.

How do policy implications change as the result of estimated households' social interactions? The authors present a unified theoretical and empirical representation of social interactions as they pertain to labor supply and demand and demonstrate the cases where current policy prescriptions are greatly altered by the presence of social interactions. Section 2 examines theoretically the effect of household interdependencies on how a researcher estimates and interprets labor supply and earnings equations. Having examined labor supply issues, Section 3 and give theoretical attention to labor demand. As a further demonstration how the presence of social interactions complicates thinking about economic policy the authors consider overall labor market outcomes and related economic policy further in Section 4 by examining theoretically the socially optimal wealth distribution. Section 5 measures local economic conditions by the county unemployment rate and neighborhood spillover effects by the racial makeup and poverty rate of the county. Lastly, Section 6 examines the econometric details of implementing an empirical model with possible social interactions in labor supply.

It identifies three ways in which institutions affect economic performance: by altering incentives, by facilitating efficient bargaining, and by increasing information, communication, and trust. The evidence shows that labor institutions reduce the dispersion of earnings and income inequality, which alters incentives, but finds equivocal effects on other aggregate outcomes, such as employment and unemployment. Given weaknesses in the cross-country data on which most studies focus, the paper argues for increased use of micro-data, simulations, and experiments to illuminate how labor institutions operate and affect outcomes.
