Book excerpt: Despite spatial statistics and spatial econometrics both being recent sprouts of the general tree "spatial analysis with measurement"—some may remember the debate after WWII about "theory without measurement" versus "measurement without theory"—several general themes have emerged in the pertaining literature. But exploring selected other fields of possible interest is tantalizing, and this is what the authors intend to report here, hoping that they will suscitate interest in the methodologies exposed and possible further applications of these methodologies. The authors hope that reactions about their publication will ensue, and they would be grateful to reader(s) motivated by some of the research efforts exposed hereafter letting them know about these experiences.

Book excerpt: This guide to small area estimation aims to help users compile more reliable granular or disaggregated data in cost-effective ways. It explains small area estimation techniques with examples of how the easily accessible R analytical platform can be used to implement them, particularly to estimate indicators on poverty, employment, and health outcomes. The guide is intended for staff of national statistics offices and for other development practitioners. It aims to help them to develop and implement targeted socioeconomic policies to ensure that the vulnerable segments of societies are not left behind, and to monitor progress toward the Sustainable Development Goals.

Available in PDF, EPUB and Kindle. Book excerpt: ADMINISTRATIVE RECORDS FOR SURVEY METHODOLOGY Addresses the international use of administrative records for large-scale surveys, censuses, and other statistical purposes Administrative Records for Survey Methodology is a comprehensive guide to improving the quality, cost-efficiency, and interpretability of surveys and censuses using administrative data research. Contributions from a team of internationally-recognized experts provide practical approaches for integrating administrative data in statistical surveys, and discuss the methodological issues—including concerns of privacy, confidentiality, and legality—involved in collecting and analyzing administrative records. Numerous real-world examples highlight technological and statistical innovations, helping readers gain a better understanding of both fundamental methods and advanced techniques for controlling data quality reducing total survey error. Divided into four sections, the first describes the basics of administrative records research and addresses disclosure limitation and confidentiality protection in linked data. Section two focuses on data quality and linking methodology, covering topics such as quality evaluation, measuring and controlling for non-consent bias, and cleaning and using administrative lists. The third section examines the use of administrative records in surveys and includes case studies of the Swedish register-based census and the administrative records applications used for the US 2020 Census. The book’s final section discusses combining administrative and survey data to improve income measurement, enhancing health surveys with data linkage, and other uses of administrative data in evidence-based policymaking. This state-of-the-art resource: Discusses important administrative data issues and suggests how administrative data can be integrated with more traditional surveys Describes practical uses of administrative records for evidence-driven decisions in both public and private sectors Emphasizes using interdisciplinary methodology and linking administrative records with other data sources Explores techniques to leverage administrative data to improve the survey frame, reduce nonresponse follow-up, assess coverage error, measure linkage non-consent bias, and perform small area estimation. Administrative Records for Survey Methodology is an indispensable reference and guide for statistical researchers and methodologists in academia, industry, and government, particularly census bureaus and national statistical offices, and an ideal supplemental text for undergraduate and graduate courses in data science, survey methodology, data collection, and data analysis methods.

Book excerpt: This book gives a systematic exposition of the problems and procedures in producing statistics for small areas (districts, subdivisions, municipal areas; batches of industrial products) which have been lying scattered over different journals over the last three decades. The motivations of the different procedures have been explained, the promising results have been emphasized and the new research areas are indicated. The manner of exposition has been tried to be made lucid. The book will generate further interest in the area and would be helpful to the researchers and the survey statisticians working in this field.

Book excerpt: This book is a practical guide on how to design, create and validate a spatial microsimulation model. These models are becoming more popular as academics and policy makers recognise the value of place in research and policy making. Recent spatial microsimulation models have been used to analyse health and social disadvantage for small areas; and to look at the effect of policy change for small areas. This provides a powerful analysis tool for researchers and policy makers. This book covers preparing the data for spatial microsimulation; a number of methods for both static and dynamic spatial microsimulation models; validation of the models to ensure the outputs are reasonable; and the future of spatial microsimulation. The book will be an essential handbook for any researcher or policy maker looking to design and create a spatial microsimulation model. This book will also be useful to those policy makers who are commissioning a spatial microsimulation model, or looking to commission work using a spatial microsimulation model, as it provides information on the different methods in a non-technical way.

Book excerpt: The environment for obtaining information and providing statistical data for policy makers and the public has changed significantly in the past decade, raising questions about the fundamental survey paradigm that underlies federal statistics. New data sources provide opportunities to develop a new paradigm that can improve timeliness, geographic or subpopulation detail, and statistical efficiency. It also has the potential to reduce the costs of producing federal statistics. The panel's first report described federal statistical agencies' current paradigm, which relies heavily on sample surveys for producing national statistics, and challenges agencies are facing; the legal frameworks and mechanisms for protecting the privacy and confidentiality of statistical data and for providing researchers access to data, and challenges to those frameworks and mechanisms; and statistical agencies access to alternative sources of data. The panel recommended a new approach for federal statistical programs that would combine diverse data sources from government and private sector sources and the creation of a new entity that would provide the foundational elements needed for this new approach, including legal authority to access data and protect privacy. This second of the panel's two reports builds on the analysis, conclusions, and recommendations in the first one. This report assesses alternative methods for implementing a new approach that would combine diverse data sources from government and private sector sources, including describing statistical models for combining data from multiple sources; examining statistical and computer science approaches that foster privacy protections; evaluating frameworks for assessing the quality and utility of alternative data sources; and various models for implementing the recommended new entity. Together, the two reports offer ideas and recommendations to help federal statistical agencies examine and evaluate data from alternative sources and then combine them as appropriate to provide the country with more timely, actionable, and useful information for policy makers, businesses, and individuals.

Available in PDF, EPUB and Kindle. Book excerpt: Small area estimates provide a critical source of information used to study local populations. Statistical agencies regularly collect data from small areas but are prevented from releasing detailed geographical identifiers in public-use data sets due to disclosure concerns. Alternative data dissemination methods used in practice include releasing summary/aggregate tables, suppressing detailed geographic information in public-use data sets, and accessing restricted data via Research Data Centers. This research examines an alternative method for disseminating microdata that contains more geographical details than are currently being released in public-use data files. Specifically, the method replaces the observed survey values with imputed, or synthetic, values simulated from a hierarchical Bayesian model. Confidentiality protection is enhanced because no actual values are released. The method is demonstrated using restricted data from the 2005-2009 American Community Survey. The analytic validity of the synthetic data is assessed by comparing small area estimates obtained from the synthetic data with those obtained from the observed data.
