Book excerpt: Texas has one of the highest populations of English Language Learners (ELLs) in the U.S., with a complex system for ELL identification, program placement, and high- stakes assessment. Spanish-speaking Latino ELLs represent a large proportion of this population in this state. The long-term academic achievement of ELLs identified in elementary grades and educated in different program placements is not well known. Prior research presents support for Bilingual Education models as most promising for future student achievement. Using strict sampling criteria and analysis of variance (ANOVA) procedures, this study compared student achievement during secondary years, as measured by high-stakes assessments, of demographically similar Latino former-ELLs, long-term ELLs, and non-ELLs who received a variety of language service programming during elementary school. This study examined data from a cohort of 18,188 students enrolled in all 10 major urban school districts in Texas from 3rd to 9th grades, between the 2003-2004 and 2009-2010 school years. Math and reading high-stakes test scores during students' 7th and 9th grade years were used as outcome variables. Key findings show that ELLs who did not receive any language programming have significantly higher achievement outcomes than ELLs who received English as a Second Language (ESL), Bilingual Education, or equal years of ESL and Bilingual. These students performed on par with their non-ELL peers in both math and reading. Results also show achievement differences between former-ELLs who were able to achieve English language proficiency by the start of middle school, and long-term ELLs who remained ELL through secondary education. Former-ELLs had favorable outcomes, with math achievement scores that were higher than non-ELLs, whereas long-term ELLs performed significantly lower than both former- ELLs and non-ELLs at all study points. Interactions between programming received and ELL-type, as well as the effects of immigration status and district of enrollment were explored. Results were unexpected and highlight the need for further longitudinal research on existing ELL populations across the state of Texas. Implications of this study support current educational policies that shift away from prolonged Bilingual Education toward ESL and mainstream-English only programming for ELLs. Additional policy implications and directions for future research are discussed.

Book excerpt: School age children of newly arrived immigrants in the United States are at a disadvantage because of their inability to speak or understand the English language. Although English is not the official language of the United States, it is the language that the United States embraces as a common tongue. In order to function as full citizens, immigrant children need to master the English language. Numerous school programs are designed to help students acquire English. Among these programs is the Two Way Dual Language (TWDL) model (Thomas & Collier, 1997) which assists non-English speaking students to acquire English. The program is unique in requiring two groups of students, a non-English speaking group and an English speaking group, to be in the same classroom, usually in a 50/50 balance. Students are partnered with a student from the opposite group as a peer support system. This is one of the defining characteristics of this program. Many schools, such as the one in this study, are faced with the issue of having a homogenous group of non-English speaking students. In its current form, traditional Two-Way Dual Language would not be possible in this setting. Gomez and Gomez (2005) made this realization and adapted the TWDL to fit classroom settings with primarily non-English speaking students. The name of their model is One Way Dual Language (OWDL). This model takes the effective components of TWDL and situates them into a setting in which all students are English Language Learners. Additional strategies and methods are included to supplement the lack of an English-speaking partner. This study examined a cohort of students who were participants in the One Way Dual Language program. This study examined the outcomes of the OWDL on a group of English Language Learners through a longitudinal study of their growth and expectation of growth in grades 2 through 5. The data from the TELPAS test was retrieved from the study district's department of research and accountability. This study used descriptive statistics of the One Way Dual Language program and its impact on English acquisition levels. This study has provided program decision makers with a perspective of the role the One Way Dual Language program played on English language acquisition and development with an intact student cohort over a four-year period.

Book excerpt: My dissertation examines the language trajectories and academic achievement of English learner students in California. California schools serve about one third of English learners in the U.S., with approximately 1.4 million English learners. In the first paper, I investigate the patterns of language acquisition among English learners during early elementary school years. Using student-level data from three school districts in California, I follow a cohort of kindergarten students for three consecutive academic years and examine the relationship between English language development and various individual student characteristics. The primary goals of the study are to describe the differences in English development trajectories taking into account students' initial English proficiency and evaluate their individual trajectories making comparisons across different groups of English learners. The study finds that gender, grade retention, and late entry to the U.S. are associated with higher growth of English language development. In the second paper, I present an in depth analyses of the Academic Performance Index for English learners across all schools in California. The Academic Performance Index is a school level measure of academic achievement that has been the cornerstone of California's accountability policies for the past decade. I examine the Academic Performance Index for English learners from a variety of perspectives. First, I compare the academic achievement of English learners and non-English learners to describe the gaps in achievement between these two groups. Then, I look at the academic achievement of English learners and non-English learners to compare how schools are doing in terms of meeting the achievement goals stipulated by the state. In the third part, I investigate regional differences in academic achievement taking into consideration demographic factors that likely impact the achievement of English learners including concentrations of poverty, concentrations of English learners, and parental education. In the last part, I report the results of analyses over time and describe how the Academic Performance Index for English learners has changed over five annual reporting cycles (2005-2010). For all analyses in the paper, I present results by grade spans (elementary, middle, and high school). In the third paper, I examine English learner academic achievement in relationship to one important aspect of their school context: the concentration of English learners in schools. The analyses show that concentration of English learner students in schools has an overall negative impact on the test scores of all students. However, the association between English learner concentration in schools and test scores of English learners is weaker, compared to the association between these two aspects for non-English learners. Because concentration of English learners is strongly related to concentration of poverty in schools it is not feasible to evaluate the association between these two aspects of school composition and their separate impact on test scores.

A set of questionnaires were distributed online and data from a sample of 75 students were collected through Google Forms. Two demographic factors, namely gender and years of learning English, were used as the variables. The finding of the study suggests that the factors affecting the level of English proficiency among IIUM undergraduate students were not affected by gender but were affected by the duration of learning English. The factors that were contributing to the level of English proficiency among IIUM undergraduate students were language anxiety, students’ attitude and also peers, parental and teacher influences. Besides, the study also revealed that there is no significant relationship between cultural stereotypes and students’ performance in second language acquisition. The level of English proficiency among Malaysian students are often questioned. Despite learning English for almost 10 years in school, the majority of Malaysian students still encounter difficulties in using the language effectively especially in tertiary education. Many local graduates are still unemployed due to their lack of fluency in English.

Book excerpt: English learner students are challenged by the difficult task of learning English concurrently with learning content in areas such as reading and math. English learner students who have not attained proficiency in English or learned core course content by the middle and upper grades may not have the requisite skills to enroll in courses required for high school graduation, placing them at greater risk of dropping out of school before graduation. The lack of a high school diploma could subsequently limit the economic opportunities open to them. Texas, which serves 16 percent of the nation's English learner students (U.S. Department of Education, 2016), provides a unique context for examining the time it takes these students to achieve English proficiency and master core content. Using data from the Texas Education Agency, a study team from Regional Educational Laboratory Southwest examined the average time it took the 2005/06 cohort of grade 1 Hispanic English learner students in Texas public schools to attain English proficiency and to demonstrate at least satisfactory academic performance in reading and math as measured by state standardized assessments. This longitudinal study also examined whether the time it took students to attain these key outcomes differed by enrollment in a public prekindergarten program, initial English language proficiency level, the type of English learner program (English as a Second Language or bilingual), whether a parent had opted the student out of English learner services, and student background characteristics (gender, eligibility for the federal school lunch program, immigrant status, and participation in a special education program). This study demonstrates the use of state historical data to expand knowledge of how English learner students fare in school while classified as English learner students and after reclassification as fluent English proficient. Study results can be used to inform expectations for progress toward English language proficiency for English learner students.
