The authors conclude that, for the first time in modern combat, air power was the equal partner of land and sea power, performing the "critical enabling function" that led to victory. The authors seek to moderate, however, certain claims made by airpower advocates after the war: they maintain that the war did not demonstrate that a strategic air campaign guarantees victory, but rather that air power, skillfully employed under the right conditions, can neutralize, if not completely destroy, a modern army in the field. Nor did the war display breakthroughs in weapon technology, but rather the prowess of well-trained and motivated airmen and their support crews in using maturing technology. Moreover, the authors maintain, the air war was not fought as "jointly" as many supposed. The sheer mass of available air power allowed it to be used inefficiently at times to cater to doctrinal preferences of the various services.

Citizen Airmen: A History of the Air Force Reserve, 194 & 1994 begins with the fledgling air reserve program initiated in 1916, traces its progress through World War II, and then concentrates on the period 1946 through 1994. The study skillfully describes the process by which a loosely organized program evolved into today's impressive force. The Air Force Reserve story is told within the context of national political and military policy and stresses that over the decades, as national needs have increased, reservists have met the challenges. Initially, the Air Force treated its reserve units as supplemental forces and equipped them with surplus equipment. Shortly after the Air Force Reserve was established in 1948, its members mobilized for Korean War duty and they served throughout the conflict. The passage of a series of key federal laws related to personnel issues and the introduction of the air reserve technician program greatly assisted in this rejuvenation process. In the 197Os, the Air Force Reserve program assumed heightened importance when the Department of Defense adopted the Total Force Policy. This concept treated the active forces, the National Guard, and all reserve forces as an integrated force. Reservists were now expected to meet the same readiness standards as their active duty counterparts. Since then, the Air Force Reserve has demonstrated its ability to perform a wide variety of missions. Air Reservists participated in American military operations in Grenada and Panama.

Robinson was widely acclaimed as the long-awaited “black Lindbergh.” Robinson’s fame, which rivaled that of Joe Louis and Jesse Owens, came primarily from his wartime role as the commander of the Imperial Ethiopian Air Force after Italy invaded Ethiopia in 1935. As the only African American who served during the war’s entirety, the Mississippi-born Robinson garnered widespread recognition, sparking an interest in aviation for young black men and women. Known as the “Brown Condor of Ethiopia,” he provided a symbolic moral example to an entire generation of African Americans. While white America remained isolationist, Robinson fought on his own initiative against the march of fascism to protect Africa’s only independent black nation. Robinson’s wartime role in Ethiopia made him America’s foremost black aviator. Robinson made other important contributions that predated the Italo-Ethiopian War. After graduating from Tuskegee Institute, Robinson led the way in breaking racial barriers in Chicago, becoming the first black student and teacher at one of the most prestigious aeronautical schools in the United States, the Curtiss-Wright Aeronautical School. In May 1934, Robinson first planted the seed for the establishment of an aviation school at Tuskegee Institute. While Robinson’s involvement with Tuskegee was only a small part of his overall contribution to opening the door for blacks in aviation, the success of the Tuskegee Airmen—the first African American military aviators in the U.S. armed forces—is one of the most recognized achievements in twentieth-century African American history.
