Book excerpt: Continuing problems in the Canadian economy have been the occasion of a partisan debate between nationalists and continentalists, both of whom claim the staples thesis to be the premise of their proposed solutions. As one of the principal progenitors of that premise Harold Innis contributed much to the roots of this debate and its present flowering cannot be understood apart from what he had to say. This is an account of the Canadian problem as it was elaborated in the staples thesis of H.A. Innis. But it is more than that. In order to cope with the economics of a satellite country in the age of machine and post-machine industry, Innis found it necessary to fill in the empty boxes of neoclassical value theory and, at times, to make new ones when the standard theory provided insufficient room to contain the facts of the case. He went beyond price theory to come to grips with the unsolved problems of growth and to work out answers of his own. The result was a new kind of economics based, as was the economics of J.M. Keynes, on the assertion of a new ethical foundation. Unlike Keynes, Innis was concerned with the long run, for we can survive now only by understanding the coping with the long-run consequences of past policies; and, given the right policies now, the nation as a whole will live on. Innis and Keynes are like two sides of a coin in the new issue of value theory. We can flip that coin to see which policy will come up, or we can account for both sides in some sort of rational compromise. A New Theory of Value is a plea for a rational approach to the problem.

Controversy over their economic and political effects, and over appropriate public policy responses, has become common in home and host countries and in international agencies. Much of this debate is reminiscent of the role of large corporations generally, particularly in their interregional and intergroup effects. The multinational setting, however, would have raised distinctive issues even apart from the strong surges of nationalism and anti-imperialism which have marked recent history. Canada has a long and unusual experience with such enterprises. Foreign control of capital in the nonfinancial industries (manufacturing, petroleum and gas, other mining and smelting, utilities, merchandising) was already 20 percent in 1930 and 25 percent in 1948. It rose to 36 percent by the late 1960s, but has since receded to about 30 percent. In 1975, fully 55 percent of the capital in manufacturing was controlled outside Canada, as was 72 per cent of that in petroleum and gas, and 58 percent in other mining. These figures exceed those of other developed countries, although there have been striking increases in recent decades. About 80 percent of the direct invest ment capital in Canada is from the United States. Recently, Canadians have xi xii FOREWORD become aware of a surge of Canadian direct investment abroad, which on a flow basis has exceeded inflows (exclusive of retained earnings) for most of the 1970s.

Dr. Brecher points out in his preface that his inquiry is rooted in the conviction that the problems associated with cyclical fluctuations remain sufficiently complex to make an understanding of the developments of the twenties and thirties an indispensable condition for effective stabilization policy. He finds the twenties distinguished only in the superficial and imperfect diagnosis of and remedial suggestions for unemployment, made chiefly by a relatively small handful of thinkers associated with the Progressive and United Farmers movements, then emerging in the West. It was the thirties which, under the impact of the depression, witnessed the first real stirrings of careful economic analysis in cyclical terms, and of statistical techniques for measuring the value of annual productive activity and income receipts in the Dominion. The author has attempted to appraise the evolution of the Canadian policy of monetary and fiscal stabilization within the thought environment in which it was conceived and implemented, and on the basis of the standards set by modern income-employment theory.
