This book addresses this problem by providing a step-by-step guide for preparing EAs. Bridging the regulatory gap, it draws on information scattered throughout NEPA regulations and guidance documents, as well as best professional practices (BPP) and case law. The book progresses from the fundamentals to successfully more advanced topics, making it suitable for beginners, students, and experienced practitioners alike. It provides an indispensable guide for managing, analyzing, and writing legally defensible EAs.

This book was released on 2014-06-30 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This guide has been developed to help citizens and organizations who are concerned about the environmental effects of federal decision making to effectively participate in Federal agencies' environmental reviews under the National Environmental Policy Act (NEPA). With some limited exceptions, all Federal agencies in the executive branch have to comply with NEPA before they make final decisions about federal actions that could have environmental effects. Thus, NEPA applies to a very wide range of federal actions that include, but are not limited to, federal construction projects, plans to manage and develop federally owned lands, and federal approvals of non-federal activities such as grants, licenses, and permits. The Federal Government takes hundreds of actions every day that are, in some way, covered by NEPA. The environmental review process under NEPA provides an opportunity for you to be involved in the Federal agency decision making process. It will help you understand what the Federal agency is proposing, to offer your thoughts on alternative ways for the agency to accomplish what it is proposing, and to offer your comments on the agency's analysis of the environmental effects of the proposed action and possible mitigation of potential harmful effects of such actions. NEPA requires Federal agencies to consider environmental effects that include, among others, impacts on social, cultural, and economic resources, as well as natural resources. Citizens often have valuable information about places and resources that they value and the potential environmental, social, and economic effects that proposed federal actions may have on those places and resources. NEPA's requirements provide you the means to work with the agencies so they can take your information into account.

Book excerpt: The National Environmental Policy Act of 1969 (NEPA) requires Federal officials to analyze potential environmental impacts of proposed actions and alternatives prior to making decisions. The law applied to Army leaders and their activities. NEPA sets forth a national policy for attaining harmony between people and nature, for promoting efforts to eliminate damage to the environment, and for better understanding ecological systems and natural resources. The law establishes the Federal Government's policy to use all practicable means to create and maintain conditions under which people and nature can exist in productive harmony. NEPA is a vehicle to secure national goals of: Fulfilling responsibilities as trustees for future generations; Assuring safe, healthful, productive surroundings; Attaining beneficial uses of the environment; Preserving important historic, cultural, and natural aspects of our natural heritage; Achieving a balance between population and resources; Enhancing the quality of renewable resources and the recycling of depletable resources.

It includes examples that demonstrate how NEPA can be efficiently integrated with other processes such as ISO 14001, P2, and Adaptive Management. It provides proven tools, techniques, and approaches for streamlining NEPA and environmental planning strategies that reduce the potential for controversy and criticism. It is the first text that covers recent changes to NEPA and the new CEQ guidance expected to be issued.

The authors explored the diversity of procedures employed in NEPA processes across four agencies, the Forest Service, the Nat. Park Service, the Bureau of Land Management, and the U.S. Army Corps of Eng. There is a lack of consistency not only between, but also within, agencies with regard to how NEPA is implemented. This report focuses on how successful NEPA processes are defined within each agency and what strategies are the most or least beneficial to positive NEPA outcomes. Also identifies unresolved questions about NEPA processes and presents a research strategy for addressing them.
