History was not to Acton a mere academic pursuit. With that view of history which considers it, beneath the dry light of science, as a series of phenomena capable of detachment from the present, susceptible to separate analysis, he had no sympathy. Still less did he consider history a mere form of literary exposition. The one justification for the study of history was to Acton its value as a guide in the affairs of the every-day world. The present is what it is because of what the past has been. Human development has been a continuous chain of cause and effect. Any course of action in the present must be based upon a knowledge of the way in which things we now do are hedged in, limited by what men have done before us. History thus becomes a great mentor, a schoolmaster of action.

Book excerpt: THE HERALDS OF THE REVOLUTION The revenue of France was near twenty millions when Lewis XVI., finding it inadequate, called upon the nation for supply. In a single lifetime it rose to far more than one hundred millions, while the national income grew still more rapidly; and this increase was wrought by a class to whom the ancient monarchy denied its best rewards, and whom it deprived of power in the country they enriched. As their industry effected change in the distribution of property, and wealth ceased to be the prerogative of a few, the excluded majority perceived that their disabilities rested on no foundation of right and justice, and were unsupported by reasons of State. They proposed that the prizes in the Government, the Army, and the Church should be given to merit among the active and necessary portion of the people, and that no privilege injurious to them should be reserved for the unprofitable minority. Being nearly an hundred to one, they deemed that they were virtually the substance of the nation, and they claimed to govern themselves with a power proportioned to their numbers. They demanded that the State should be reformed, that the ruler should be their agent, not their master. That is the French Revolution. To see that it is not a meteor from the unknown, but the product of historic influences which, by their union were efficient to destroy, and by their division powerless to construct, we must follow for a moment the procession of ideas that went before, and bind it to the law of continuity and the operation of constant forces.

This period of far-reaching social and political upheaval in France began in 1789 with the fall of the Bastille and held the country in turbulence for the next decade. The Revolution overthrew the monarchy, established a republic, catalyzed violent periods of political turmoil, and finally culminated in a dictatorship under Napoleon. Conceived by Taine with the aim of understanding the France of his day, his work achieved originality in its use of a long perspective to analyze the causes of the French Revolution. In particular, Taine denounced the artificiality of the revolution's political constructions (the excessively abstract and rational spirit of Robespierre, for example), which, in his mind, violently contradicted the natural and slow growth of the institutions of a State. For him, the force of history is such that it is illusory to want to change a society. Thus, following the defeat of Sedan and the Commune, Taine accuses the French Revolution of being the matrix of all evils which brought France into a cycle of decadence. It is in particular the abstraction of the philosophy of the Enlightenment which is rejected.
