Book excerpt: The influenza epidemic of 1918 killed more people in one year than the Great War killed in four, sickening at least one quarter of the world's population. In Fever of War, Carol R. Byerly uncovers the startling impact of the 1918 influenza epidemic on the American army, its medical officers, and their profession, a story which has long been silenced. Through medical officers' memoirs and diaries, official reports, scientific articles, and other original sources, Byerly tells a grave tale about the limits of modern medicine and warfare. The tragedy begins with overly confident medical officers who, armed with new knowledge and technologies of modern medicine, had an inflated sense of their ability to control disease. The conditions of trench warfare on the Western Front soon outflanked medical knowledge by creating an environment where the influenza virus could mutate to a lethal strain. This new flu virus soon left medical officers’ confidence in tatters as thousands of soldiers and trainees died under their care. They also were unable to convince the War Department to reduce the crowding of troops aboard ships and in barracks which were providing ideal environments for the epidemic to thrive. After the war, and given their helplessness to control influenza, many medical officers and military leaders began to downplay the epidemic as a significant event for the U. S. army, in effect erasing this dramatic story from the American historical memory.

Available in PDF, EPUB and Kindle. Book excerpt: Japan is the fastest aging country, with the largest super-aged society in the world and growing larger by the day, yet its universal health care costs are relatively low. In Health Insurance Politics in Japan, Takakazu Yamagishi draws back the curtain for an international audience and investigates how Japan has been able to control health care costs through health insurance politics. Covering the period from the Meiji Restoration to the Abe Administration, Yamagishi uses a historical institutionalist approach to examine the driving force behind the development of health insurance policies in Japan. Yamagishi pays special attention to the roles of government and medical professionals, the main actors of the policymaking and medical worlds, in this development. Health Insurance Politics in Japan pushes Japan into the spotlight of the international conversation about health care reform.

Book excerpt: "The public health care state has developed as completely decentralized, in collaboration with voluntary organizations, and under the banner of "non-political" scientific agencies. The early history of this system explains how and why public health leaders were able to hide its growth in later periods. Understanding this foundational history is important for three reasons. First, the state-voluntary collaboration shaped the U.S. health care system, leaving it fragmented and unequal. Second, leaders in the public health coalition characterized the state's close collaboration with the voluntary sector as "private provision," abetting the beginning of the American Myth and setting the stage for grow-and-hide. And third, this formative history provides insight as to why the mixture of public and private "has been so ubiquitous in American history as to be almost invisible.""--

Available in PDF, EPUB and Kindle. Book excerpt: Examines America's experience with a wide range of quarantine practices over the past 400 years and the political, economic, immigration, and public health considerations that have prompted success or failure within the evolving role of public health. The novel strain of coronavirus that emerged in late 2019 and became a worldwide pandemic in 2020 is only one of more than 87 new or emerging pathogens discovered since 1980 that have posed a risk to public health. While many may consider quarantine an antiquated practice, it is often one of the only defenses against new and dangerous communicable diseases. Tracing the United States' quarantine practices through the colonial, postcolonial, and modern eras, Germs at Bay provides an eye-opening look at how quarantine has worked despite routine dismissal of its value. This book is for anyone seeking to understand the challenges of controlling the spread of COVID-19 and helps readers internalize the lessons learned from the pandemic. Few titles provide this level of primary source data on the United States' long reliance on quarantine practices and the political, social, and economic factors that have influenced them.
