Book excerpt: The major focus of this study was applying a learning perspective in evaluating the effectiveness of using portfolios among fifth grade mathematics students. Specifically, the use of portfolios was assessed in terms of classroom learning environment and student attitudes and achievement. A sample of 292 mathematics students provided their perceptions of their classroom environments using the What Is Happening In this Class? (WIHIC) questionnaire, as well as information about their attitudes and achievement. It was found that pretest-posttest improvements in attitudes and achievement during the use of portfolios were large (around three-quarters of a standard deviation) and statistically significant. However, pretest-posttest changes in classroom environment generally were quite small, although a modest and statistically significant improvement of one-fifth of a standard deviation occurred for the Involvement/Investigation scale. In addition, the WIHIC exhibited sound factorial validity and internal consistency reliability when used with fifth graders in Florida. An investigation of outcome-environment associations revealed that Involvement/Investigation was significantly and positively related to attitudes when the other five classroom environment scales were mutually controlled. For achievement, there was a small positive and statistically significant correlation with Student Cohesiveness. Although modest in scope, qualitative data collection based on interviews with students provided some important complementary insights to augment the finding from the questionnaire surveys.

For more than half a century, the quest to hold schools and educators accountable for academic achievement has relied almost exclusively on standardized assessment. The theory of change embedded in almost all test-based accountability programs held that assessment with stipulated consequences could lead to major improvements in schools.
