Available in PDF, EPUB and Kindle. Book excerpt: There is increasing interest in tools for measuring and reducing emissions of carbon dioxide, a major greenhouse gas. Two tools that have been receiving a lot of attention include carbon markets and carbon registries. Carbon registries are established to record and track net carbon emission levels over time. These registries provide quantifiable and verifiable carbon for trade within a market. This report discusses the benefits and major elements of registries and then describes a selection of existing registries and protocols with forest carbon components. The report focuses on forests because of their carbon storage potential. The purpose of this report is to provide a starting point for any state government or other party considering the development of a carbon registry with a forestry component.

Book excerpt: Global climate change is one of America's most significant long-term policy challenges. Human activity-especially the use of fossil fuels, industrial processes, livestock production, waste disposal, and land use change-is affecting global average temperatures, snow and ice cover, sea-level, ocean acidity, growing seasons and precipitation patterns, ecosystems, and human health. Climate-related decisions are being carried out by almost every agency of the federal government, as well as many state and local government leaders and agencies, businesses and individual citizens. Decision makers must contend with the availability and quality of information, the efficacy of proposed solutions, the unanticipated consequences resulting from decisions, the challenge of implementing chosen actions, and must consider how to sustain the action over time and respond to new information. Informing an Effective Response to Climate Change, a volume in the America's Climate Choices series, describes and assesses different activities, products, strategies, and tools for informing decision makers about climate change and helping them plan and execute effective, integrated responses. It discusses who is making decisions (on the local, state, and national levels), who should be providing information to make decisions, and how that information should be provided. It covers all levels of decision making, including international, state, and individual decision making. While most existing research has focused on the physical aspect of climate change, Informing an Effective Response to Climate Change employs theory and case study to describe the efforts undertaken so far, and to guide the development of future decision-making resources. Informing an Effective Response to Climate Change offers much-needed guidance to those creating public policy and assists in implementing that policy. The information presented in this book will be invaluable to the research community, especially social scientists studying climate change; practitioners of decision-making assistance, including advocacy organizations, non-profits, and government agencies; and college-level teachers and students.

Book excerpt: Paying for large-scale ecological restoration of dry forests on federally managed lands throughout the western United States is urgently needed, but also quite expensive. Most experts agree that federal dollars will not be enough to do the job. While one of the obvious ways to help pay for restoration of overstocked forests is from timber sale proceeds, there may be another option-the sale of carbon credits in the newly emerging carbon marketplace. In this white paper, we discuss the basic issues involved in carbon trading, especially as it applies to forests and forest restoration in the American West. While the current carbon market situation is unlikely to provide much economic advantage, emerging federal cap-and-trade legislation and continuing interest in S2greenS3 economics may soon support a market-based scenario where healthy, restored forests are valued for their prodigious ecosystem services.

Book excerpt: This book is a product of the initial phase of a broader study evaluating the voluntary and regulatory compliance protocols that are used to account for the contributions of forests in U.S.-based greenhouse gas (GHG) mitigation programs. The research presented here is particularly concerned with these protocols’ use of the USDA Forest Service’s Forest Inventory and Analysis (FIA) data to describe forest conditions, ownership, and management scenarios, and is oriented towards providing regulators and other interested parties with an objective comparison of the options, uncertainties, and opportunities available to offset GHG emissions through forest management. Chapters focus on the protocols for recognizing forest carbon offsets in the California carbon cap-and-trade program, as described in the Compliance Offset Protocol; U.S. Forest Projects (California Air Resources Board, 2011). Readers will discover the protocols used for quantifying the offset of GHG emissions through forest-related project activity. As such, its scope includes a review of the current methods used in voluntary and compliance forest protocols, an evaluation of the metrics used to assign baselines and determine additionality in the forest offset protocols, an examination of key quantitative and qualitative components and assumptions, and a discussion of opportunities for modifying forest offset protocols, in light of the rapidly changing GHG-related policy and regulatory environment. Finally, the report also discusses accounting and policy issues that create potential barriers to participation in the California cap-and-trade program, and overall programmatic additionality in addressing the needs of a mitigation strategy.

Book excerpt: Sub-Saharan Africa (SSA) is the region in the world most vulnerable to climate change despite its cumulatively emitting the least amount of greenhouse gases. Substantial financing is urgently needed across the economy—for governments, businesses, and households—to support climate change adaptation and mitigation, which are critical for advancing resilient and green economic development as well as meeting commitments under the Paris Agreement. Given the immensity of SSA’s other development needs, this financing must be in addition to existing commitments on development finance. There are many potential ways to raise financing to meet adaptation and mitigation needs, spanning from domestic revenue mobilization to various forms of international private financing. Against this backdrop, SSA policymakers and stakeholders are exploring sources of financing for climate action that countries may not have used substantially in the past. This Staff Climate Note presents some basic information on opportunities and challenges associated with these financing instruments.

Book excerpt: To achieve goals for climate and economic growth, "negative emissions technologies" (NETs) that remove and sequester carbon dioxide from the air will need to play a significant role in mitigating climate change. Unlike carbon capture and storage technologies that remove carbon dioxide emissions directly from large point sources such as coal power plants, NETs remove carbon dioxide directly from the atmosphere or enhance natural carbon sinks. Storing the carbon dioxide from NETs has the same impact on the atmosphere and climate as simultaneously preventing an equal amount of carbon dioxide from being emitted. Recent analyses found that deploying NETs may be less expensive and less disruptive than reducing some emissions, such as a substantial portion of agricultural and land-use emissions and some transportation emissions. In 2015, the National Academies published Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration, which described and initially assessed NETs and sequestration technologies. This report acknowledged the relative paucity of research on NETs and recommended development of a research agenda that covers all aspects of NETs from fundamental science to full-scale deployment. To address this need, Negative Emissions Technologies and Reliable Sequestration: A Research Agenda assesses the benefits, risks, and "sustainable scale potential" for NETs and sequestration. This report also defines the essential components of a research and development program, including its estimated costs and potential impact.

Book excerpt: The loss of ecosystem services due to deforestation is of global concern. Financial mechanisms such as REDD+ (reducing emissions from deforestation and forest degradation) have been proposed as ways to support the conservation of tropical forests. Crucial steps in the implementation of REDD+ are to estimate national-level carbon emissions from deforestation and forest degradation and to collect data on local biomass and carbon stocks. In this research, above-ground biomass (AGB) values and associated carbon stocks in a lowland secondary forest are estimated and compared with those in an adjacent primary forest, both growing on limestone in Seram, the Moluccas, Indonesia.

Available in PDF, EPUB and Kindle. Book excerpt: For decades, the world’s governments have struggled to move from talk to action on climate. Many now hope that growing public concern will lead to greater policy ambition, but the most widely promoted strategy to address the climate crisis – the use of market-based programs – hasn’t been working and isn’t ready to scale. Danny Cullenward and David Victor show how the politics of creating and maintaining market-based policies render them ineffective nearly everywhere they have been applied. Reforms can help around the margins, but markets’ problems are structural and won’t disappear with increasing demand for climate solutions. Facing that reality requires relying more heavily on smart regulation and industrial policy – government-led strategies – to catalyze the transformation that markets promise, but rarely deliver.

Book excerpt: Forest management auditing is expanding from its traditional focus on forest management, stewardship and Chain of Custody certification to more innovative topics such as ecosystem services, forest carbon credits, Non-Wood Forest Products, wood energy and Fair Trade certification. Forest managers, auditors and project developers require a new range of skills, capacities and expertise to monitor these issues. This book outlines the market-based tools that are required by such professionals to ensure corporate social responsibility in the forestry sector. It shows how a mutual learning process between established forest certification processes and innovative markets is needed. It addresses key topics such as High Conservation Value (HCV) approaches, the role of independent certification versus due diligence process and the engagement of smallholders and SMEs. Beginning with a market and policy analysis, the book fosters a deeper understanding of standards, methodologies and auditing techniques. Numerous case studies are included from a wide range of contexts, including both temperate and tropical forests in developed and developing countries. Overall, the book analyses all the steps towards forest management and forest products and services certification.

Book excerpt: Interactions between forests, climatic change and the Earths carbon cycle are complex and represent a challenge for forest managers they are integral to the sustainable management of forests. In this volume, a number of papers are presented that describe some of the complex relationships between climate, the global carbon cycle and forests. Research has demonstrated that these are closely connected, such that changes in one have an influence not only on the other two, but also on their linkages. Climatic change represents a considerable threat to forest management in the current static paradigm. However, carbon sequestration issues offer opportunities for new techniques and strategies, and those able to adapt their management to this changing situation are likely to benefit. Such changes are already underway in countries such as Australia and Costa Rica, but it will probably take much longer for the forestry sector in the Pacific Northwest region of North America (encompassing Oregon, Washington, Montana, Idaho, British Columbia and Alaska) to change their current practices.
