Book excerpt: In this definitive history, a key figure in the People's Campaign in Kerala provides a unique insider's account of one of the world's most extensive and successful experiments in decentralization. Launched in 1996, the campaign mobilized over 3 million of Kerala's 30 million people and resulted in bottom-up development planning in all 1,052 of its villages and urban neighborhoods. The authors tell a powerful story of mass mobilization and innovation as bureaucratic opposition was overcome, corruption and cynicism were rooted out, and parliamentary democracy prevailed. Considering both the theoretical and applied significance of the campaign in the context both of India's development since independence and of recent international debates about decentralization, civil society, and empowerment, the book provides invaluable lessons for sustainable development worldwide.

Book excerpt: Fiscal Decentralisation and Economic Development: The Kerala Experience signifies a substantial contribution of the trends in the central government’s fiscal transfers and its impact on Kerala and all state finances between the fiscal years 1980–81 and 2012–13. Regional disparity in resource transfer and economic development are often sources of political tensions and dissatisfaction in a federal system. The fundamental economic argument advanced in favour of decentralised government activity has been that decentralisation is a means to enhance the efficiency of government activity, to increase social welfare and to promote economic development and growth. Despite constitutional recognition of the third tier in 1992, analysis of fiscal decentralisation incorporating the role and functions of the third tier in conjunction with the first two tiers does not exist. This study is an attempt to provide a more complete picture of the fiscal federalism in Kerala incorporating all the three tiers of government. Before the policymakers shift to some new theories on deciding the allocation of very valuable scarce national resources to states through the Finance Commission and Planning Commission and thereby providing strong incentives to influence the development strategy of states, it is pertinent that we consider some empirical relationships from the data on Indian states and this book hopes to provide some insight into this direction, which will be highly useful to policy makers, administrators and academics.

Book excerpt: Based on a large number of interviews with women politicians of many generations and women who have entered the three-tier Panchayati Raj institutions since the mid-1990s in Kerala, this book tries to initiate fresh debate on the impact of the large-scale induction of women into the institutions of local self-government in India. The State of Kerala has been hailed as a success story in accommodating gender concerns in local-level planning and political decentralisation; this conclusion has been based on relatively simple evaluative exercises that ask whether women of diverse backgrounds have gained entry into formal institutions of governance or not. This book seeks to place political decentralisation and its possibilities for women within the historical and contemporary contexts. Against the popular assumption that the liberal feminist promise made by the state will be delivered, say, once the noxious influence of male relatives is removed, the book points to the multiple social forces that shape possibilities and hindrances for women, and reshape gender divisions in the political field. The book thus pays attention to women in both local governance and politics. Secondly, it examines how women have utilised, extended, survived within or subverted these spaces. In the present context in which fifty per cent of the seats in the institutions of local self-government are being reserved for women, and there exists considerable skepticism about reservations for women in the Parliament, this book offers reflections on both local governance and ‘high’ politics. Book excerpt: This volume examines the process of decentralisation in India since the 1992 legislation which devolved powers to local government bodies to ensure greater participation in local governance and planning. It studies the functioning of gram sabhas, panchayats, school development committees, water supply and sanitation committees, Residents Welfare Associations, and rural development schemes like the MGNREGS, analysing their effectiveness and tracing the political, administrative, and fiscal powers the local government wields. With case studies from different Indian states, the book examines the functioning of local governance mechanisms and institutions in relation to crucial issues such as citizen participation, the participation of women and disadvantaged groups, fiscal decentralisation, peace-building, economic development, and education, among others. Comprehensive and insightful, this book will be an essential read for scholars and researchers of development studies, political science, public policy, governance studies, regional development, political economy, political sociology, public administration, and South Asian studies, especially those focusing on India.

The collection of papers in this volume written by scholars who have done scholarly works on the theme seeks to fill the gap relating to the state sub-state level fiscal decentralisation in India. While the first paper by Anwar Shah, an internationally known expert on fiscal federalism, provides a general backdrop relating to fiscal decentralisation and macro management, all other papers critically review the various dimensions of fiscal decentralisation emerging in India since the implementation of the 73rd/74th constitutional amendments by the state governments. Two papers focus exclusively on Kerala which has won world-wide acclaim for its innovative initiatives in decentralisation.
