Book excerpt: The main theme of this book is to provide a critical analysis of the "Nigerian dependent management and leadership development in the post world war II colonial Nigeria". All these foreign fi rms have their parent companies resided in their foreign countries of origin (advanced metropolis) and have their subsidiaries or peripheries all over the global communities of under¬developed and developing economies. Paradoxically, the book was generated by on-going political, economic concern and controversy with the fate of the struggle and quest for economic liberation in the third world-under-developed and developing countries of Africa, with direct specifi c studies of the "Nigeria dependent management and leadership development", predates, from 'pre and post' colonial era of the British colonial rule in Nigeria. The book further focuses, elicits and elucidates the third world dependent development. The "NNPC" the Nigeria indigenous oil transnational corporation, represented the Nigeria federal government crude oil reserve ownership of 55 % (in a shared venture, with "SHELL" British Petroleum and her partner of the Netherland Royal Dutch Oil Co-"SHELL"- "SHELL" owned 30 %) and profi ts made by "SHELL" was transferred to the "SHELL" parent oil Co, Headquarters at Hague, Netherland; Finally, the "OPEC" relationship with Nigeria, and the world oil market, emerged as the oil giant (developing oil organization) permanent inter-governmental organization, seemed competitively world oil organization, bailed out the global oil community in terms of world oil market stock exchange crashes and recessions; global oil gluts, oil embargos, regional civil wars and unrest threatened "OPEC" oil production, intercepts in bailing out the global oil community, via by optimal production and supplies was apparent in "OPEC" sustainability growth and reinforce the world oil market business continuity. Book excerpt: The aim of Nigeria’s extension reform and transformation agenda through its new national extension policy (NEP) is to put in place a legislated, pluralistic, farmer-responsive, and market-oriented extension system. The reformed extension system aims at an assured and regular source of funding and a well-trained and motivated staff, effectively catering for a variety of actors along targeted value chains. It also aims at effective integration of the complex innovation processes in the agricultural and food system transformation in Nigeria. Implementation of the NEP at the state level remains a major challenge. This paper documents issues, challenges, constraints, and potential solutions and opportunities in implementing NEP at the state level using Niger State as a case study. We use a qualitative method in the context of inclusive consultative process with a focus on the multi-stakeholder participatory model. We found that strengthening actors’ capacities for innovation by considering the complexity of agricultural innovation system is very critical to effective and successful implementation of national agricultural policies in Niger State. We confirm from our study that “networking, partnership facilitation, and collaboration” functions are crucial cross-cutting measures across the agricultural innovation system for operative and systematic implementation of the NEP in Niger State. Based on our findings in Niger State, even if we make effort to draw generic lessons for Nigeria, the case studies show that understanding the dynamics of efficiently and productively implementing the National Extension Policy remain case-specific, and no ‘silver bullet’ can be provided to support agricultural innovation system due to the complex federal governance system in Nigeria. Therefore, a state-level or case-specific is highly recommended for operational implementation process in Nigeria.

Available in PDF, EPUB and Kindle. Book excerpt: The majority of developing countries in the Global South are evidently rich in natural resources, but paradoxically blighted by excruciating poverty and conflicts. This paradox of deprivation and war in the midst of plenteous resources has been the subject of great debate in international political economy in contemporary history. This book contributes to the debate by examining the underlying structures, actors and contexts of rentier politics and how they often produce and aggravate conflicts in the various extractive economies and regions of the Global South. The book critically explores the theories of rentier economies and natural resource conflicts, as well as the practical ramifications of rentier politics in the Global South with all their resonance for political economy and security in the Global North.

Robust non-oil sector growth significantly strengthened fiscal and external positions, reducing inflation that surpassed the original program goals. Fiscal risks have increased in the short term because recent practices on the use of an oil price rule and oil savings, which have been important to macroeconomic performance, are being revisited. The government’s consensual approach within the framework of the constitution offers the prospect of a lasting solution.
