Book excerpt: TRB Special Report 320: Interregional Travel: A New Perspective for Policy Making examines the demand for and supply of interregional transportation in the United States. Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. Book excerpt: The Regional Plan Association has produced four comprehensive regional plans for the New York, New Jersey and Connecticut metropolitan region since its foundation in 1922. This book examines the evolving role of design in the first three plans and presents the design initiatives of the Fourth Regional Plan (2017) in depth. The new plan seeks to shift the focus of regional planning from a traditional center-to-periphery hierarchy to an expanded notion of "corridor" that includes transportation, ecology, access and equity. Funded by the Rockefeller Foundation, this collaborative initiative of the Regional Plan Association, Princeton University, and four innovative design teams produced design proposals for four regional corridors: the Highlands (forest corridor), the Bight (coastal corridor), the Inner Ring (suburban corridor) and the Triboro (city corridor). Looking forward to 2040, the Fourth Regional Plan imagines a transformed and vital future for parts of the New York City metro area that are little understood and often overlooked. Spanning multiple cities and croplands, these corridors connect metropolises via high-speed superhighways in an effort to make certain strategic regions attractive destinations for private investment. As policy makers search for decentralized and market-oriented means for the transfer of land from agrarian constituencies to infrastructural promoters and urban developers, the reallocation of property control is erupting into volatile land-based social conflicts. In Shareholder Cities, Sai Balakrishnan argues that some of India's most decisive conflicts over its urban future will unfold in the regions along the new economic corridors where electorally strong agrarian propertied classes directly encounter financially powerful incoming urban firms. Balakrishnan focuses on the first economic corridor, the Mumbai-Pune Expressway, and the construction of three new cities along it. The book derives its title from a current mode of resolving agrarian-urban conflicts in which agrarian landowners are being transformed into shareholders in the corridor cities, and the distributional implications of these new land transformations.
