Book excerpt: Principal preparation programs have faced increased scrutiny concerning their effectiveness in preparing K-12 administrators (Bennet, Gooden, Lindauer, & Petrie, 2001). Due to consistently stagnant academic performance of schools across the nation and reported shortages of quality school leaders, principals have been pushed front and center as the targeted school leader responsible for school failure. Because principals received their preparation from either a traditional or alternate route principal program, there is a need to re-exam the effectiveness of these programs to enhance principal practice and principal performance. The purpose of this quantitative study, A Contextual Examination of Mississippi's Principal Preparation Programs and their Impact on Student Achievement, is to determine whether a difference exist between Mississippi's traditional and alternate route principal preparation programs. The study also determines if there is a difference between Mississippi's eight principal preparation programs and student achievement. Mississippi's principal preparation programs include the following: Delta State University; Jackson State University; Mississippi College, Mississippi State University; The University of Mississippi; University of Southern Mississippi; William Carey University; and the Mississippi Alternate Path to Quality School Leaders. The 384 principals in the study are graduates of Mississippi's principal preparation programs who served three consecutive years as a principal during the 2010-2011 to 2012-2013 school years. Using an independent t-test, the study finds no significant difference in student achievement scores of traditional and alternate route principal preparation programs. Using an ANOVA, the study finds significant differences that exist between the eight Mississippi's principal preparation programs. Providing that the results are based on principal preparation programs and student achievement, the following recommendations are put forward: 1) Examine the alignment between the types of principal preparation program as it relates to rural and urban populations served; 2) Establish professional learning communities of faculty in principal preparation programs to identify collective practices best serve the needs of school districts; 3) Revisit the mission of principal preparation programs to determine if and how student achievement gets integrated within the delivery of the curriculum; and 4) Explore the covariant factors of how student socioeconomic status, parental involvement, and years of experience as a school leader affects leadership performance. The study concludes with a newly proposed conceptual framework in which further research would expose in greater details the impact principal preparation programs have on student achievement.

Book excerpt: The dissertation research examined the effects of school funding upon student achievement in Mississippi public schools from 2011-2012, 2012-2013, and 2013-2014. The detailed description of the MAEP and its relationship to revenues derived from ad valorem taxes and how they explain the primary basis for revenues that support public education in Mississippi. Hence, a secondary problem in this study identified a prediction equation based upon selected school characteristics and derived funding levels (using MAEP data) to predict student achievement. Six hypotheses were examined in the study to determine the effects of school funding upon academic achievement.

Book excerpt: The purpose of this study was to examine the impact of four variables, principal salary, district wealth, student socioeconomic status, and school size, on the achievement level of public school students in Mississippi. The first, principal salary, was found not to have been studied as a variable that may correlate with student achievement. One may have hypothesized that more effective principals would correlate with increased student achievement test scores and that those principals would have been rewarded with higher salaries. The results of this study did not support that idea. The data indicated that there was no meaningful correlation between highly paid principals and higher student achievement. There was no significant correlation between district wealth and student achievement. This may indicate that Mississippi school funding (MAEP) and federal funding have been effective in aiding low-wealth schools as was intended by lawmakers. There was a significant low positive correlation between school size and student achievement in non-urban elementary schools and a significant very low positive correlation with student achievement in high schools. That places this study in the minority camp of recent research in concluding that larger schools did not correlate with lower achievement. The most significant, meaningful, and important finding of this study was the dramatic impact that student poverty has on student achievement in Mississippi. In urban schools and rural schools, in elementary, middle, and high schools, poorer children scored poorly on their achievement tests. Correlations were significant moderate to high at all levels, with the highest at middle schools with a significant high negative correlation of -.636. The analysis indicates that a decrease in poverty will result in a dramatic increase in student achievement.

Book excerpt: Preparing Principals for a Changing World provides a hands-on resource for creating and implementing effective policies and programs for developing expert school leaders. Written by acclaimed author and educator Linda Darling-Hammond and experts Debra Meyerson, Michelle LaPointe, and Margaret Terry Orr, this important book examines the characteristics of successful educational leadership programs and offers concrete recommendations to improve programs nationwide. In a study funded by the Wallace Foundation, Darling-Hammond and the team examined eight exemplary principal development programs, as well as state policies and principals' experiences across the country. Using the data from the study, they reveal how successful programs are structured, the skills and knowledge participants gain, and what they are able to do in practice as school leaders as a result. What do these exemplary programs have in common? Aggressive recruitment; close ties with schools in the community; on-the-ground training under the wing of expert principals, and a strong emphasis on the cutting-edge theories of instructional and transformational leadership. In addition to highlighting the programs' similarities, the study also explains the differences among the programs and sheds light on the effectiveness of approaches and models from different states and contexts?East, West, North, and South; urban and rural; pre-service and in-service. The authors analyze program outcomes for principals and their schools, including illustrative case studies and educators' voices on the influence of programs' strategies for recruitment, internships, mentoring, and coursework. The ideas and suggestions outlined in Preparing Principals for a Changing World are presented with the goal of increasing the number of highly qualified, thoughtful, and innovative educational leaders.

Book excerpt: The purpose of this study was to assess the impact of National Board Certified Teachers on student performance on Mississippi's Subject Area Testing Program (SATP) English II assessment, an end-of-course exam that assesses 10th grade students in Mississippi school districts. The researcher sought to determine if there was a statistically significant difference between the SATP English II scores of two groups of students (those taught by National Board Certified Teachers and those who were not). If there was a difference, the researcher sought to determine how the difference could be explained based on selected teacher demographic data (sex, race, highest degree received, years of experience, and National Board Certification status) and selected student demographic data (sex; race; previous scores on the Mississippi Curriculum Test, Second Edition; and free- or reduced-lunch status). The results indicated that students who were taught by National Board Certified Teachers were more likely to have higher SATP English II scores than students who were taught by non-National Board Certified Teachers. Though previous researchers have concluded that teachers' years of experience and highest degree received play a vital role in the difference in student achievement, this study did not confirm those findings. The results of this study, however, indicated that teacher and student demographic data were potentially important predictors of the language arts standardized test scores. Though these data can be used as predictors, the combined effect of teacher gender, teacher race, and years of experience, along with student race, student gender, student lunch status, and prior Mississippi Curriculum Test, Second Edition Language Arts scores were not found to be statistically significant in this study.

Book excerpt: Each of the states bordering Mississippi invests large amounts of money in providing children with state-funded pre-k programs in their public schools. However, Mississippi falls behind these states and does not similarly invest in this effort to provide many of its children with the opportunity to attend state-funded pre-k programs. Because school readiness is such a huge concern for instructional leaders of Mississippi schools, there is a need to determine the benefits associated with offering pre-k to all students throughout the state. Therefore, the purpose of this study was to examine the impact pre-k has on the academic achievement of students in Mississippi school districts. Two hypotheses were tested in order to determine if a significant difference existed between pre-k attendees and non-attendees using 2015-2016 MAP test data in reading and math. After conducting an independent samples t test, findings from this study suggested there is a significant difference between the MAP reading and math test scores of 2015-2016 third grade students in Mississippi schools who attended public school pre-k programs and students who did not. Thus, it is important to invest more resources in pre-k in efforts to close the achievement gap between MS and the neighboring states.

Book excerpt: The purpose of this study was to compare the achievement of students in 14 Pascagoula schools and 9 Biloxi schools implementing School Renaissance (SR) to that of students in matched control schools. The achievement measures to be examined were from the 2004 administration of the Mississippi Curriculum Test (MCT) for Reading, Language Arts, and Mathematics in grades 2-8 and the Mississippi Writing Assessment (WA) in grades 4 and 7. Results showed that, although program effects were not as strong and consistent as in the prior school year, they remained generally positive: 16 out of 20 computed effect size estimates were positive. In both Reading and Language Arts, significant positive program effects were observed in 5th grade and 8th grade. In Mathematics, a strong, significant program effect was observed in 3rd and 6th grades. As in 2002-03, strong, significant program effects were obtained in both tested grade levels, particularly in 4th grade, on the Writing Assessment. Supplementary analyses examined outcomes separately by school district, and examined the relationship of student-level implementation measures to achievement effects. Results showed stronger and more consistent program effects in Reading, Language Arts, Math, and Writing for Biloxi than for Pascagoula. Further, implementation measures (particularly reading level and comprehension scores) accounted for substantial variance in achievement, especially in lower grades. These results overall indicate generally positive and sustainable impacts of SR on student performance in program-independent, high-stakes testing. However, these impacts were predominantly evident in Biloxi and only minimally so in Pascagoula, thus suggesting that sustained implementation (four years vs. two years, respectively) was critical to success. Assessment Scoring Rubrics are appended. (Contains 10 figures and 7 tables.).

Book excerpt: This volume provides a succinct up-to-date summary of global research on principal instructional leadership as it has evolved over the past 50 years. The book’s particular focus is on the development and use of the Principal Instructional Management Rating Scale (PIMRS). The PIMRS is the most widely used survey instrument designed for assessing instructional leadership for research and practice. It has been used in more than 250 studies in more than 30 countries around the world. The authors provide a detailed conceptual and data-based description of the rationale and development of the instrument as well as the ways in which it has been used in practice. The book also provides, for the first time, a comprehensive assessment of the scale’s measurement properties. This represents essential information for future users of the instrument across different national contexts. Finally, the volume outlines an agenda for improving future research on the role of principal instructional leadership in student learning and school effectiveness.
