Book excerpt: The purpose of this qualitative study was to report the perceptions of building level administrators and teachers related to the use of data to improve student achievement. This research study explored the perceptions of teachers and building level administrators with regards to the availability of resources to support their use of data to improve student achievement. This study also reported on the perceptions of teachers and building level administrators regarding the effectiveness of professional growth opportunities in the use of data to improve student achievement. The participants included kindergarten through 12th grade teachers and building level administrators from three school districts in southeastern Pennsylvania. This study found that both teachers and building level administrators have access to plenty of assessment data and recognize the value and importance of using data to improve instruction. The problem identified in this study included a lack of training on how to access the data, a lack of training on how to analyze and make instructional decisions based on data, and a lack of time to perform such analysis. Additionally, this study identified that in order for a true data-driven decision-making model to be utilized, a culture shift must occur in which all discussions involve the consideration of the available data on a given topic. This shift requires strong leadership provided by building level administrators that are well versed in how to use the data, and how to lead discussions related to data.

Book excerpt: In acknowledgement of research related to the deficits of traditional teacher evaluation systems, the Pennsylvania Department of Education developed the Educator Effectiveness System (EES) as a comprehensive multiple measures teacher evaluation system (MMTES) requiring building administrators to evaluate teachers using evidence-based observations and a variety of measures indicating teacher contributions to student achievement (Pennsylvania Department of Education, 2014). The purpose of this qualitative research study was to examine the perceptions of building level administrators related to the impact of the implementation of Pennsylvania's EES on their supervision and evaluation of teachers. Qualitative data in the form of survey responses and personal interviews were collected from participating building administrators throughout 15 public school districts in southcentral Pennsylvania to determine the impact of evidence-based observations, the impact of using SLO, PVAAS and SPP data as measures of teacher effectiveness, and the need for additional supports and professional development for administrators working within the EES. The analysis of the data collected during this study indicated building administrators believed Pennsylvania's EES has helped them become more overall effective supervisors and evaluators, mainly due to positive impacts of using evidence-based observation methods. Building administrators reported positive and negative impacts of the use of SLO, PVAAS, and SPP data as measures of teacher effectiveness. Additional time to complete tasks associated with the EES and training related to the use of student growth and achievement data were identified as needed supports.

The researcher explored building level adminstrators' perceptions of district level processes for hiring teachers, factors that influence the hiring process, and the most desirable characteristics in teaching candidates. This study was conducted among ten public school districts situated in the South-Central region of the Commonwealth of Pennsylvania. The participant pool included twenty building level administrators with experience in the teacher hiring process. Results of this study suggested that there are discrepant variatons relative to participating school districts' protocal for hiring teachers. Study data also suggested additional implications related to building level administrators' varied considerations of multiple factors including teacher candidate characteristics during the hiring process.
