With 95% of all state inmates scheduled to be released back into society, it is paramount for the correctional system to offer prison programs that provide inmates with necessary skills and knowledge that promote the achievement of successful reentry (Hughes & Wilson, 2003). Two prison programs shown to reduce recidivism are Associates of Arts (A.A.) and vocational training (VT). Although these two programs differ, they are frequently merged during research under the similarity assumption. Additional problems with prison higher education research is the failure to adopt adequate comparison groups, as well as the inclination for researchers to only measure the programs' effect on general recidivism rather than specific crime types. With data gathered by Washington State's Administrative Office of the Courts (AOC), Washington State Department of Corrections (WA DOC), and Washington State Board for Community and Technical Colleges (SBCTC), this study draws from a population of 23,042 male offenders released from Washington State prisons between August 1, 2009 and July 2, 2016. This research employs a quasi-experimental design to compare three groups of male ex-offenders released from Washington State prisons: 1) inmates who received an A.A. degree from Walla Walla Community College's A.A. program, 2) inmates who received a VT certificate from any of the eight Washington State prison education programs, and 3) Washington State inmates who did not receive a degree or certificate from any Washington State prison higher education program. Logistic regression, propensity score matching, and Cox Proportional hazard regression are used to create a methodologically sound analysis of Washington State's prison VT and A.A. programs and examine each program's propensity to reduce specific crime types. The purpose of this research is to improve prison higher education research through an empirically examination A.A. and VT prisoner higher education programs' effect on successful reentry and the propensity of recidivating based on crime type. This research intends to provide more precise information that will positively influence policy and enhance practitioners and administrators understanding of how these programs reduce recidivism.

Book excerpt: This study utilized a quantitative approach to research the differences between high school credential options of prison-based education when recidivism is considered. Specifically, this study focused on the differences between four different high school credential options in regards to recidivism. This study included all graduates from four medium security adult male prisons in Minnesota. The population was trimmed down to the sample first by excluding individuals who did not fit the study; such as those who were deported following release or re-imprisoned for a crime that occurred before their release, and then by taking a random sample from those who remain. The core method for this study was to pull data from an existing database and to analyze the compiled data. The sample was split into several groups; ADP, GED, GED plus ADP, and credit recovery. In addition, a random sample drawn from the general prison population was built to act as a comparison group for the graduates. Each of these groups was analyzed for the recidivism rate and the mean time to recidivism amongst recidivists. The data showed differences in both recidivism rate and time to recidivism amongst the credential groups. While the differences in recidivism rate were not statistically significant, they did show a trend of decreased recidivism for graduates of more rigorous credential options. Analysis of mean time to recidivism data was hampered by small sample sizes and the statistical analysis that could be conducted found non-significant differences. The data and analysis of the general prison sample compared to the graduate groups also confirmed that education in prison decreases the recidivism rate. In this study, the graduates had a recidivism rate that was half that of the general prison population.

Book excerpt: This study compared recidivism rates of adult male completers and non-completers of correctional education programs in ABE/GED/high school, vocational, and college transfer programs over a five-year period. A total of 1382 releasees was studied for the five years following their release. Recidivism was the dependent variable. Recidivism was defined as re-admission to prison in the state. The dependent variable was compared to the independent variable of education program and the extraneous variables of release age, first crime committed, and type of admission. A Logistic Regression Analysis showed significance for all of the independent and extraneous variables. A Paritioned Chi-square found significance for the independent variable, while controlling for the extraneous variables. Those who completed higher levels of education showed significantly lower levels of recidivism as measured by Chi-square. More research is recommended.

This study utilized logistic regression techniques to investigate the effects of prison education program participation on recidivism and employment rates. Using this method made it possible to conclude that inmates who participated in prison intervention/educational programs were significantly less likely to recidivate. The purpose of this study was to identify to what extent the Mississippi Department of Corrections' (MDOC's) intervention/educational programs reduce recidivism. The pre-existing data used were historical information collected as part of a longitudinal study on Mississippi inmates since 2000. The data were transferred every quarter to the National Strategic Planning and Analysis Research Center (nSPARC) for management and analysis. Initial tests found that several variables had a relationship with recidivism. Book excerpt: This paper evaluates the impact of in-prison educational and vocational programs on recidivism among former inmates released from prisons in five different states during 1994. It is the first study to consider this particular topic using a subset of nationally representative data. Two sets of microeconometric analyses are performed in order to identify potential program effects. Initially, a basic multivariate framework is considered in which special consideration is given to problems of program heterogeneity; next, a propensity score matching (PSM) approach is used to address the issue of self-selection inherent in observational studies of this kind. The findings of this study are twofold. First, in evaluating correctional education programs, it is important to account for program heterogeneity not only in the form of multiple program types, but also stemming from cross-state differences. All of the regression analyses performed here indicated that the level of association between recidivism and program participation varied according to program type and also across states: participating in educational programs was generally found to significantly reduce the risk of recidivist behavior, whereas vocational programs had a negative but insignificant association with post-release outcomes. Second, this study underscores the importance of addressing issues of self-selection bias when evaluating prison programs and motivates the need for a more rigorous methodology.

Whether these individuals will successfully reintegrate into their communities has been identified as a critical measure of the effectiveness of the criminal legal system. However, evaluating the successful reentry of individuals released from prison is a challenging process, particularly given limitations of currently available data and the complex set of factors that shape reentry experiences. The Limits of Recidivism: Measuring Success After Prison finds that the current measures of success for individuals released from prison are inadequate. The use of recidivism rates to evaluate post-release success ignores significant research on how and why individuals cease to commit crimes, as well as the important role of structural factors in shaping post-release outcomes. The emphasis on recidivism as the primary metric to evaluate post-release success also ignores progress in other domains essential to the success of individuals returning to communities, including education, health, family, and employment. In addition, the report highlights the unique and essential insights held by those who have experienced incarceration and proposes that the development and implementation of new measures of post-release success would significantly benefit from active engagement with individuals with this lived experience. Despite significant challenges, the report outlines numerous opportunities to improve the measurement of success among individuals released from prison and the report's recommendations, if implemented, will contribute to policies that increase the health, safety, and security of formerly incarcerated persons and the communities to which they return.
