Book excerpt: From the reviews: Computer Communications "Although the concept of ISDN has been with us now for over a decade, and much development work has been carried out du- ring this period, there are very few comprehensive books available on the subject. This is perhaps one of the best of them. The book aims to provide engineers and potential engi- neers with an overview of the requirements and features of ISDN that will be useful in thedesign, construction and operation of such systems. The author and his six collabora- tors have succeeded in this respect, producing a readable, yet thorough, technical book that can be recommended to a wider audience... Throughout the book the explanations are enhanced byclear, well-presented, relevant diagrams, and there is a very use- ful annex on the full set of standards relating to ISDN. This is a good book that will definitely be used as a refe- rence over the next few years by many engineers working in the area..." IEEE Computer "ISDN is a slimbut very effective book dealing with almost every aspect of the evolution ofpublic communications net- works...I highly recommend this book to engineerswho are new either to the field of ISDN or to specific ISDN topics. It is clear, concise, and is excellent padding for those tackling the CCITT recommendations."

Book excerpt: The Telecommunications Industry is developing rapidly due to technical progress in general and the integration of computers and telecommunications in particular. The changes are affecting all aspects of society - business, public services and our private lives. As a result, the European Community has urged the Member States to adopt a common regulatory approach to the changing situation. This volume reports on the ensuing debate over the legal and economic consequences for Europe - a debate that is also valid for many other countries. It deals with the major aspects of telecommunications today. With the users' needs as a starting point, the papers analyze the modifications of the technical and economic structures and regulatory responses of the various countries, thus clarifying the important issues and the positions adopted by those involved.

Book excerpt: The book presents an updated dialogue between researchers and analysts on policy-relevant telecommunication issues and public and private sector decision makers engaged in making telecommunication policy. It focuses on the two major issues of sectoral convergence - looking at the new challenges to regulation in Europe and at company strategies for alliance and competition at the national and global level - and competition - discussing interconnection of both local/long distance, incumbent/new entrant, and universal service definition in a liberalised framework as well as the new dynamics between network and service competition with special concern on the role played by national telecom operators. Each theme concerns both corporate strategy in the international environment and public policy responses to shifting realities.

Available in PDF, EPUB and Kindle. Book excerpt: To strengthen the credibility of the EU and its policies, the European Community is increasingly concerned to emphasise effective enforcement of EC law. This book engages in the debate on the better application of European law by offering an integrated analysis of a new institutional arrangement - one that relies on networks grouping the Commission and national administrative authorities. Taking the traditional enforcement paradigms of decentralisation, centralisation and agency-based enforcement as starting points, their benefits and downsides are described and critiqued, and the author concludes that there is considerable room for improvement. The book then undertakes a comprehensive analysis of the network model to determine its core characteristics and assess its effectiveness. European competition law and electronic communications law are used as case studies because, inter alia, the networks there have developed an adequate level of sophistication. The book also employs a bottom-up approach, considering how four key Member States (France, Germany, the Netherlands and the United Kingdom) have given effect to the relevant European rules. At the core of the book is a critique of the wider normative attractiveness of the network model. The discussion is kaleidoscopic, engaging with a wide variety of notions including legitimacy, judicial review, subsidiarity, institutional balance and efficiency. The thrust of the book is that network-based governance deserves careful consideration as the model that is able to mediate the competing concerns of coherence for Internal Market reasons, and of diversity and respect for local autonomy. This book is useful for EC competition law and communications law practitioners, and those with a keen interest in institutional and administrative law.

Book excerpt: This book breaks new ground by exploring governance strategies that the EU has been developing over the last decade for the growing electronic economy driven by the Internet. Through an analysis of key EU policy initiatives, the authors provide an explanation of both the form and mechanics of emergent governance arrangements within the European e-economy. Drawing on data gathered through interviews with key national and EU level policymakers, the volume applies theoretical insights from academic work on the 'regulatory' and 'post-regulatory' state to situate and explain the EU's role as an international regional actor in a new area of economic activity with important national and global dimensions.

Available in PDF, EPUB and Kindle. Book excerpt: by RolfM. Jeker, Federal Office for Foreign Economic Affairs Services have only quite recently become an important issue in foreign economic policy and particularly in international trade negotiations. Trade policy was traditionally perceived to deal almost exclusively with exports and imports of goods. The increasing importance of services both nationally and internationally is, mainly, due to the gains in agricultural and industrial productiv ity (freeing resources for services activities), and the progress in communication technology, facilitating trade in invisibles. Notable examples of contractual and legal frameworks for services in international trade relations are the internal market program of the European Community extended by the Agreement on the European Economic Are. a (EEA) to EFTA countries, the multi lateral Uruguay-Round negotiations under the auspices of the GATT on a General Agreement on Trade in Services (GATS), and the North American Free Trade Agreement (NAFTA) signed by the United States, Canada and Mexico. This trend is of particular significance to Switzerland, a country where services contribute about 65% to the value added of the economy, a share which will probably still increase somewhat. Ser vices also contribute to an important extent to the traditional surplus in the current account of the Swiss balance of payments. Switzerland clearly has comparative advantages in the field of ser vices, as is well demonstrated by its long and successful tradition in key services sectors like banking, insurance, tourism, consulting and engineering.

Book excerpt: EU communications policy has massively changed due to both global competition on the ICT market and technological developments that led to the emergence of Internet technology. This book analyzes the structural and procedural transformation processes inside the EU legislative processes and concludes that EU communications policy struggles to reflect today's internet-enabled communications reality. It provides insights in the institutional conditions that maintained specific patterns of EU communications policy since the beginning of telecommunications regulation and concludes with an outlook on the technological and regulatory challenges ahead.
