Our estimates point to improvements in employment rates and weekly earnings of male university-educated immigrants in all three countries concomitant with skilled immigration policy reforms. Nonetheless, the gains are modest in comparison to a substantial and persistent performance advantage of US skilled immigrants. Given that there is increasingly little to distinguish the skilled immigration policies of these countries, we interpret the US advantage as primarily reflecting the relative positive selectivity of US immigrants. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.

Book excerpt: A study examined international differences in how immigrants perform in the labor market of their chosen country of residence. The empirical analysis used five census data sets from the three host countries to document the labor market performance of foreign-born persons in Australia, Canada, and the United States. Among the major empirical findings were the following: (1) prior to the mid-1960s, the United States and Canada attracted migrants who performed quite well in the labor market, whereas Australia attracted migrants who were not relatively successful in the Australian labor market; (2) these rankings were reversed during the 1970s, with migrants to Australia performing very well, whereas those choosing the United States had very low earnings; (3) changes in immigration policy initiated by the 1965 Amendments to the U.S. Immigration and Nationality Act induced a structural decline in the quality of immigrant cohorts who chose the United States as their destination; (4) U.S. citizens who emigrated to Canada had very low earnings despite their relatively high education level. The study concluded that economic theory suggests that much more can be learned about the selection process if immigrants are compared to persons from the same country of origin who chose not to migrate and if immigrants in any given host country are compared to migrants who chose other host countries as their destination. Additionally, there are dynamic issues related to, for instance, the timing of immigrant entry with respect to the business cycle, and changes in the rates of immigration flows, that may have some impact on labour market outcomes and explain some short- to medium-term aspects of the gap in outcomes. Book excerpt: This paper examines the efficacy of Australian points system in a family context among working-age permanent resident immigrants who arrived between 2000 and 2011 when there was a major focus on skills selection. 67% of these immigrants were granted a skilled visa while 25% hold a spousal visa (spouses of Australian citizens). More than half of the skilled visa recipients are the spouses of the primary applicants. Primary applicants among skilled visa holders are assessed for their skills in line with Australian points system but secondary applicants, such as spouses, among skilled visa holders and spousal visa holders are not subject to any skills assessment before becoming permanent residents. We study differences in economic outcomes by permanent visa types and the role of points system factors in explaining these differences using Personal Income Tax and Migrants Integrated Dataset and Australian Census Longitudinal Dataset. We find that primary skilled visa holders earn at least 26-28 percent higher than spousal visa holders and this is similar for both genders. However, spouses of primary skilled visa holders earn 13-18 percent higher than spousal visa holders. This difference is higher among females than males. Occupation differences can account for nearly half of the differences in income and can entirely capture the role of education and English proficiency. Primary skilled immigrants and their spouses have higher rates of labour force participation and employment than spousal visa holders starting in the first year of arrival and the gap is much higher for primary skilled visa holders but these differences do not disappear quickly.

Book excerpt: This paper assesses the role of selection criteria in the immigrant settlement process by analyzing the labor force status of immigrants entering Australia under different immigration programs. In particular, do immigrants selected on the basis of labor market skills rather than family relationships have higher participation and employment rates immediately after migration? To what extent does this represent a head start as opposed to a long-term labor market advantage? Information from the Longitudinal Survey of Immigrants to Australia (LSIA) are used address these questions. The results highlight the importance of visa category in predicting the likelihood that an immigrant desires employment and is successful in finding it. For the most part, migrants selected in part for their labor market skills have better labor market outcomes. Much of the difference in the labour market status of immigrants in different programs remains even once we have controlled for the effects of human capital and other productivity-related characteristics. Over time, the relative gap in the labor force participation rates of immigrants in different visa categories increases, while the gap in employment rates decreases. Finally, net of visa category, labor market outcomes are better for native English speakers and for those who visited Australia prior to migration.

The comparison is performed in terms of: a) living standards and its proximate sources of growth-labour productivity and labour utilization (or hours worked per person) and b) the underlying sources of labour productivity growth. There are marked differences in the structures of the labour market between the two countries, reflected by a more rapid growth in hours at work and labour utilization rate in Canada. However, this rapid growth in hours at work has muted Canada's labour productivity growth, which increased less rapidly than its Australian counterpart.
