Book Synopsis Migration, Refugee Policy, and State Building in Postcommunist Europe by : Oxana Shevel
Download or read book Migration, Refugee Policy, and State Building in Postcommunist Europe written by Oxana Shevel and published by Cambridge University Press. This book was released on 2011-10-24 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Why do similar postcommunist states respond differently to refugees? Why do some states privilege certain refugee groups, while other states do not? This book presents a theory to account for this puzzle, and it centers on the role of the politics of nation-building and of the office of the UN High Commissioner for Refugees (UNHCR). A key finding of the book is that when the boundaries of a nation are contested (and thus there is no consensus on which group should receive preferential treatment in state policies), a political space for a receptive and nondiscriminatory refugee policy opens up. The book speaks to the broader questions of how nationalism matters after communism and under what conditions and through what mechanisms international actors can influence domestic polices. The analysis is based on extensive primary research the author conducted in four languages in the Czech Republic, Poland, Russia and Ukraine.

Available in PDF, EPUB and Kindle. Book excerpt: Migration and refugee movements are becoming increasingly prominent features of the millennial world. Persistent disparities in wealth and job opportunities and continued political conflict and repression impel growing numbers of people to seek work and safely outside their own countries. However, many governments and their citizens remain reluctant to open their borders to foreigners. For this reason, in one country after another, migration and refugee questions have become politically controversial, creating the need for a sound understanding of policy options and their implications. This book brings together five international scholars who survey key aspects of the international experience of migration and refugee policies. In Part II, drawing on the lessons presented by international experience, a team of South African experts address the thorny migration and refugee issues confronting that country's new democratic government.>

Book excerpt: Kathleen Newland argues that the United States must abandon the Cold War underpinnings of its refugee policies and programs in favor of policies that strive to minimize the need for protection--through a policy of prevention and repatriation. To meet its international obligation to help protect the world's refugees, the United States must restructure its refugee program along more robust lines, focusing on the refugee's need for protection and access to asylum.

This book was released on 2009 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: Few issues on the American political agenda are more complex or divisive than immigration. There is no shortage of problems with current policies and practices, from the difficulties and delays that confront many legal immigrants to the large number of illegal immigrants living in the country. Moreover, few issues touch as many areas of U.S. domestic life and foreign policy. Immigration is a matter of homeland security and international competitiveness, as well as a deeply human issue central to the lives of millions of individuals and families. It cuts to the heart of questions of citizenship and American identity and plays a large role in shaping both America's reality and its image in the world. Immigration's emergence as a foreign policy issue coincides with the increasing reach of globalization. Not only must countries today compete to attract and retain talented people from around the world, but the view of the United States as a place of unparalleled openness and opportunity is also crucial to the maintenance of American leadership. There is a consensus that current policy is not serving the United States well on any of these fronts. Yet agreement on reform has proved elusive. The goal of the Independent Task Force on U.S. Immigration Policy was to examine this complex issue and craft a nuanced strategy for reforming immigration policies and practices.
