Book excerpt: Out-of-school suspension is a growing concern in the United States education system and affects students at the three Title I schools in the Central School System at a particularly high frequency. The purpose of this applied study was to solve the problem of high-frequency out-of-school suspension for three Title I middle schools in the Central School system and to formulate a solution to address the problem. A multi-method design was used, consisting of both qualitative and quantitative approaches. The first approach was structured interviews with two administrators from each school. The second approach was the analysis of archival data using the discipline data from the school system. The third approach was a teacher survey using a Likert scale to determine teacher perspectives on out-of-school suspension. These tools were used to develop a focused program that will allow the schools to meet student needs while also maintaining safety, order, and a positive school climate. The results of the data showed that administrators and teachers were aware of the negative implications of out-of-school suspension but were experiencing tension between the need to maintain discipline within the school and teacher support while also desiring to reduce out-of-school suspension. The data showed that administrators identified significant differences in most of the student body and students who have frequent behavioral concerns and multiple suspensions. An alternative to suspension program was developed and proposed as a solution to reduce out-of-school suspension.

Book excerpt: The study aimed to investigate the relationship between student suspensions and student achievement levels as measured on the Spring 2019 Georgia Milestones Assessment System (GMAS). The study utilized 6th through 8th-grade general education students in a Georgia Public Middle School assessed in language arts and mathematics that received one or more continuous days of suspension in response to violating the school’s code of conduct. The student suspension data consisted of students that received an in-school or out-of-school suspension for infractions of the school’s discipline plan for conduct. The quantitative, quasi-experimental study used archived data obtained from the School-Wide Information System (SWIS) and school report card data published by the Georgia Department of Education (GADOE) to compare the suspended student data to the school, district, and state. IRB approval allowed the data to be collected, tested, and analyzed using a Kruskal-Wallis H test to determine whether a statistically significant relationship existed between student suspensions and student achievement. The sample size is 160 “general education” students. The motive for this study was based on the author's perception of the misuse of zero-tolerance policies and the idea that missed classroom instructional days may negatively influence student achievement. Based on the findings of this proposed study, recommendations were made for additional classroom management training, alternatives for exclusionary practices, and alternative lessons for suspended students.

Book excerpt: Abstract: The major purpose of this study was to examine the relationship of student suspension levels with parental involvement in a public middle school located in a large Midwestern city urban area. The independent variable was parent involvement as measured by the Parental Involvement Index (PII). The dependent variable was the suspension level of students. This study looked at the schedule of the parents, parental involvement and school/teacher expectations of the parent. Systematic sampling was used on an alphabetized list containing the names of every student enrolled in the middle school. From this list, one-sixth of school population (N = 80), was chosen. Teachers of the chosen students filled out the PII. Parent Involvement levels were determined by using the PII and suspension days were determined using discipline reports from September to November. It was hypothesized that there would be an inverse relationship between parental involvement and the number of correspondent student suspensions. The statistical procedure that was used to test the hypothesis was the Pearson product moment correlation. The findings indicated that there was a significant and inverse relationship between parental involvement and student suspensions. In other words, the higher the level of parental involvement, the lower the level of student suspensions. It was concluded that parental involvement does have a positive effect on reducing student suspensions.

Book excerpt: This study focused on the disciplining actions given to students of color after the implementation of the zero tolerance (ZT) policy in Texas' schools. Out-of-school suspension and expulsion data were analyzed to depict trends and/or patterns across school levels as well as gender and race/ethnicity. More specifically, the disciplinary action of 34,047 elementary, middle and high school students of color suspended out-of-school and expelled in Texas' public schools during the1999-2000 and 2002-2003 academic school years were statistically analyzed then evaluated via specific tenets of critical race theory (CRT). A critical policy analysis, as defined by the researcher, was discussed using the results of the data analysis. In addition, the predictive power of the variables school level, gender and race/ethnicity on the disciplinary action given to students of color were analyzed during the school terms under study. The most statistically significant finding of the study was the influence of ethnicity on out-of-school suspension and expulsion rates of students of color in the State of Texas after the implementation of the policy known as ZT during the selected school terms. Furthermore, of the students enrolled in public schools in Texas during the 1999-2000 and 2002-2003 school years, African-American students comprised 14.3 and 14.4 percent of the population; yet, they received more than one-third of all disciplining actions, second to European Americans who comprised 43 and 40 percent of the enrolled population. When compared to other students of color, African-American students received 53.6 and 53.9 percent of the out-of-school suspensions and 64.3 and 65.1 of the expulsions. Even though the data presented were aligned with previous research studies, the view of disciplinary actions for students of color from a critical race theory (CRT) lens highlights the deficiencies outlined via a critical policy analysis of the ZT policy as it is used to fortify the safety of schools.
