Book excerpt: Excerpt from A Colonial Autocracy: New South Wales Under Governor Macquarie, 1810-1821 The selection of the period of New South Wales history covered by this book, of the years 1810 to 1821, may seem to call for ex planation. The choice was not arbitrarily made, but was due to the fact that the publication of the historical records of the State commenced by the New South Wales Government in 1892 ceased in 1901 with the issue of the seventh volume of the series, containing the documents of the years 1809 to 1811. These documents consisted of official papers and a few private letters, and by their help the history of the Colony may be traced from Captain Cook's first voyage to the end of 181 1. It was there fore obvious that further research should commence where this publication left off. By going back, however, to the commence ment of Governor Macquarie's rule in 18 10, the period is brought to a natural conclusion with his return to England in the begin ning of 1822. Drawing on interviews, colonial correspondence, and early government records to document the genesis of two of the twentieth century's most celebrated independence movements, Maya Tudor refutes the prevailing notion that a country's democratization prospects can be directly attributed to its levels of economic development or inequality. Instead, she demonstrates that the differential strengths of India's and Pakistan's independence movements directly account for their divergent democratization trajectories. She also establishes that these movements were initially constructed to pursue historically conditioned class interests. Voters had never witnessed free and fair elections in the past, so why did these elicit such an outcry? To answer this question, Weipert-Fenner conducted the first study of politics in modern Egypt from a parliamentary perspective. Contrary to the prevailing opinion that autocratic parliaments are meaningless, token institutions, Weipert-Fenner’s long-term analysis shows that parliament can be an indicator, catalyst, and agent of change in an authoritarian regime. Comparing parliamentary dynamics over decades, Weipert-Fenner demonstrates that autocratic parliaments can grow stronger within a given political system. They can also become contentious when norms regarding policies, political actors, and institutions are violated on a large scale and/or at a fast pace. Most importantly, a parliament can even turn against the executive when parliamentary rights are withdrawn or when widely shared norms are violated. These and other recurrent patterns of institutional relations identified in The Autocratic Parliament help explain long spans of stable, yet never stagnant, authoritarian rule in colonial and postcolonial periods alike, as well as the different types of regime change that Egypt has witnessed: those brought about by external intervention, by revolution, or by military coup.

It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

For most non-European countries, elections began under Western colonial rule. However, existing research largely overlooks these democratic origins. Analyzing a global sample of colonies across four centuries, this book explains the emergence of colonial electoral institutions and their lasting impact. The degree of democracy in the metropole, the size of the white settler population, and pressure from non-Europeans all shaped the timing and form of colonial elections. White settlers and non-white middle classes educated in the colonizer's language usually gained early elections but settler minorities resisted subsequent franchise expansion. Authoritarian metropoles blocked elections entirely. Countries with lengthy exposure to competitive colonial institutions tended to consolidate democracies after independence. By contrast, countries with shorter electoral episodes usually shed democratic institutions and countries that were denied colonial elections consolidated stable dictatorships. Regime trajectories shaped by colonial rule persist to the present day.
