Book excerpt: Shared governance is a term that has been part of the vernacular of higher education for many years, but has often been misunderstood. With current internal and external factors directly impacting colleges and universities nationwide, it is becoming more vital to better understand shared governance. Given the need for institutions to clarify their governance structure and its effectiveness, research developing a scale to provide this information to institutions is a worthwhile line of investigation.With that in mind, the researcher developed the study using three specific governance models as its framework. Specifically, the researcher framed shared governance around how bureaucratic, collegial, or political a college or university is in their governance. Additionally, the researcher also wanted to understand the effectiveness of the governance model at an institution. With this framework in mind, the study was guided by the following research questions: Can a scale be developed to measure how favorably faculty perceive the shared governance model? Can a scale be developed to measure how favorably administrators perceive the shared governance model? Can a scale be developed to inform administrators and faculty of the theoretical lens that helps inform their college or university current shared governance structure (bureaucratic, collegial, political)? Can a scale be developed to measure perceptions of how effective the current shared governance model is at their college or university? The scale development process was used to address the research questions. Specifically the researcher, developed items, conducted expert review to address construct validity, analyzed exploratory factor analysis, analyzed confirmatory factor analysis, and assessed convergent and discriminant validity.This study resulted in a tool that has gone through the scale development process. This study provides future researchers as well as faculty and administration with a scale to better understand the latent concept of shared governance. The scale specifically will provide individuals with a tool to understand their governance model and the perceptions of faculty and administrators in regards to its effectiveness.

Many of the tasks associated with these endeavors involve faculty and staff members. As academic leaders plan for change, it is wise to involve faculty in a positive way. The goal of faculty members’ involvement would be to increase their understanding of college operations, encourage their participation in decision making, and motivate their support for new projects or recommendations for change. Ultimately, an academic leader would be wise to invest the time in building a collaborative culture of shared governance to make wise decisions and meaningful change. Creating an environment of shared governance must be an intentional effort by college leaders. Research has noted that faculty desired to be a part of decision-making but believed that their leaders were operating the college using a corporate business model that did not allow for shared governance (Kater, 2017). As budgets tighten and state support fluctuates, leaders are tempted to centralize decision-making. However, the cost of such governance could be the lack of support from faculty and staff members and possibly failure of projects, initiatives, and academic programs. The purpose of this study is to explore methods that leaders may use to share information with faculty and staff about budgets in the process of strategic planning for change. Specifically, this qualitative study sought to understand the effect of the development and use of a return on investment (ROI) tool during an academic program review process. This study examined how the use of the ROI tool impacted communication, planning, and shared governance at a two-year college. Results of this study indicate that the development and use of an ROI tool increased communication between academic leaders and faculty members. Further, it necessitated further education regarding the institution’s budgets which resulted in trust that faculty members offered sound recommendations for change. Finally, the use of an ROI increased faculty members’ trust in the ability and intention of academic leaders to increase a positive culture of shared governance.

Book excerpt: The purpose of this study was to explore differences in the perceptions among executive college leaders regarding the importance of shared governance and to investigate whether these perceptions effect their job satisfaction. This quantitative study explored these factors in order to provide insight into this relationship and provide college leaders with information with which to inform their own development and that of other leaders in their institutions. This study used extant data collected in 2012 using the National Survey of Community College Leaders (NSCCL) instrument, which surveyed 212 senior community college leaders regarding their perceptions of shared governance and job satisfaction. The analytic procedure used in this study employed a four-stage design, to include (a) exploratory data analysis, (b) factor analysis, (c) ANOVA, and (d) correlation and regression, to explore whether there were differences in perceptions among leadership rank and whether these perceptions effect job satisfaction among college leaders. When exploring the relationship between perceptions and job satisfaction, the findings in this study concluded the most recurrent determinant of a leaders' job satisfaction was building stakeholder relations. The perception of the importance of building stakeholder relations was identified as a significant predictor of job satisfaction across all significant models, to include professional success, professional credibility, collegiality, and ability to facilitate institutional change. Additionally, perceptions about the importance of institutional strategic planning was found to be predictive of a leaders' satisfaction with their ability to facilitate institutional change, while perceptions about personnel issues were predictive of their satisfaction with collegiality.
