Book excerpt: The global data community has made—and is continuing to make—enormous strides toward collecting, analyzing, and using sex-disaggregated data to improve international development programs. Historically, however, sex-disaggregation has been—and largely continues to be—a binary representation of cisgender female and cisgender male populations. This binary interpretation excludes transgender and gender-nonconforming people and further perpetuates marginalization and discrimination of these populations. In a world where disparities are increasing, it is paramount to highlight and share the experiences of marginalized populations so we are better able to serve all beneficiary needs and end disparities. To this end, we call for a paradigm shift from binary sex-disaggregation to multinomial gender-disaggregation, which is more inclusive and equitable. This call to action is aimed particularly at surveyors, researchers, program implementors, policy makers, and gender rights advocates in both resource-sufficient and resource-constrained settings. The lack of adequate gender-disaggregated data is a universal problem.

Book excerpt: School-based food and nutrition education (SFNE) helps schoolchildren and the school community to achieve lasting improvements in their food practices and outlooks; build the capacity to change and to adapt to external change; and pass on their learning to others. SFNE has also an important role in complementing efforts that are being made globally to improve food environments, and in empowering children and adolescents to become active participants in shaping the food system to be better able to deliver healthy and sustainable diets. Despite increasing interest for SFNE, the evidence that supports it and its potential, much of traditional SFNE, particularly in LMICs, is largely underfunded, not delivering results, and disconnected from other key interventions that aim to support the food, nutrition, environment, and education nexus. SFNE is under-resourced, with capacity development opportunities lacking throughout the school system.This White Paper is the first document of its kind, and it is based on the evidence, professional expertise, and field experience, lessons learned, and documented challenges of SFNE work in a variety of contexts. It presents the case for raising the profile and transforming the vision and learning model of SFNE. This document is directed firstly to a technical audience working in governmental organizations that deal with schoolchildren and adolescents and is also of interest to researchers, technical advisors, decision-makers, donors and investors, civil society, and UN organizations.

While private companies are using this macroscopic tool, policy-makers and evaluators have been slower to adopt big data to make and evaluate public policy. Cyber Society, Big Data, and Evaluation shows ways big data is now being used in policy evaluation and discusses how it will transform the role of evaluators in the future. Arguing that big data will play a permanent and growing role in policy evaluation, especially since results may be delivered almost in real time, the contributors declare that the evaluation community must rise to the challenge or risk being marginalized. This volume suggests that evaluators must redefine their tools in relation to big data, obtain competencies necessary to work with it, and collaborate with professionals already experienced in using big data. By adding evaluators’ expertise, for example, in theory- driven evaluation, using repositories, making value judgements, and applying findings, policy-makers and evaluators can come to make better-informed decisions and policies.
