This report examines the state of high school student assessment and reviews standards and accountability strategies. It reports on the policies, programs, and initiatives in all provincial ministries or departments of education and a sample of school boards across the country. Data were derived from a telephone survey of departmental/ministerial representatives from all 10 provinces and the 2 territories and from a questionnaire that was mailed to 279 school boards. A total of 140 boards responded, a 50 percent response rate. Data show that both boards and ministries are putting more emphasis on the development of comprehensive policies to cover all aspects of student evaluation. There is some movement away from relying on paper-and-pencil testing as the sole means of evaluation; the use of more authentic, performance-based approaches and a greater variety of assessment techniques are being promoted. Some of the best practices in high school evaluation involve use of a broad range of assessment methods; introduction of or improvements to provincial examinations; greater use of summative and formative evaluations; greater emphasis on modifying evaluation for special-needs students; use of performance-based assessment; and more reporting to parents and the public. Book excerpt: Access to dissertations and theses is becoming increasingly easier as a result of digitalization projects such as UMI's Current Research, which at the present time provides full-text access to dissertations published after 1996. However, access to retrospective titles continues to prove difficult. This bibliography addresses some of the limitations of Dissertation Abstracts, especially in uncovering works below the doctoral level and those produced in Canada's French-language universities. While Canadian research is accessible by title and keyword through the National Library of Canada's checklists, covering the period from 1821 onwards, there are few existing publications that provide abstracts. Existing annotated bibliographies in the field of fine arts in Canada merely cover dissertations written prior to 1981. This book identifies 1765 theses or dissertations dealing with Canadian art or built architecture in Canada, excluding studio projects and works on landscape architecture. Chronologically, these works cover a time span from 1924 to 1999. The bibliography is divided into 25 sections, 13 dealing with art and 12 dealing with architecture. Works are listed in the category considered most descriptive of content, with cross-references to other relevant sections. Author, institution, and detailed subject indexes are provided, along with order numbers where available. All abstracts are in English, although approximately 40 percent of the works included were written in French, with a few in other languages. A specialized but needed resource reference work for librarians, art and architecture historians, and students of Canadian art and architecture.

By 1949, five provinces had constitutionally protected denominational schools. The federal government’s responsibility for the education of Indigenous Peoples was effectively contracted out to the churches for more than a century, resulting in a history of abuse that has only recently come to light. From the 1950s to the 1970s, several initiatives in different provinces set the stage for significant reforms to education. Some of these tested the limits of denominational protections, but could not shake the underlying constitutional structures. Patriation of the Constitution and adoption of the Canadian Charter of Rights and Freedoms in 1982 codified fundamental changes in thinking about civil rights. The Charter allowed existing denominational rights to be challenged on many fronts. However, all such challenges were rebuffed by the courts on the grounds that the Charter cannot be used to override other parts of the Constitution. By the 1990s, it became apparent that another route to reform was available, through the amending formula. Constitutional amendments were used to end denominational control of schools in Newfoundland and Quebec in 1997 and 1998. The circumstances around those constitutional amendments are discussed in detail as possible precedents for similar outcomes in Alberta, Ontario, and Saskatchewan. This book contends that change will certainly come to these provinces and several paths to reform are explored. This reform aims to remove the discrimination inherent in denominational institutions while preserving some form of religious involvement in certain schools.
