Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Available in PDF, EPUB and Kindle. Book excerpt: Published to commemorate the 50th anniversary of the Rural Sociological Society, this monograph analyzes the nearly 90 years of rural sociological research on agriculture and provides a comprehensive overview of changing research focuses and theoretical approaches. As the authors note at the outset, there are a good number of continuities between early-20th-century rural sociology and what is now called the sociology of agriculture. There are also, they note, very substantial differences between contemporary sociology of agriculture scholarship and that which preceded it. Their aim throughout is to convey both continuities and discontinuities in theory, method, and approach. Intended primarily as a straightforward exposition of major scholarly themes, the volume is designed to be useful to readers from a variety of theoretical persuasions. The authors do, however, point to areas of weakness in theoretical or methodological approach that should be addressed in future research. The volume is organized around the three major eras of rural sociological conceptualizations of agriculture. The authors begin by examining the founding of U.S. rural sociology shortly after the turn of the century until the early 1950s, demonstrating that during this initial era the study of agriculture was largely construed as one of the many elements necessary for understanding the social fabric of rural community life. In the next section, they explore the social psychological/behaviorist tradition, which held sway from the early 1950s through the early 1970s and which conceptualized farmers as actors responding to stimuli such as new technologies and educational opportunities. The three chapters devoted to recent research in the emerging tradition of the new rural sociology address such topics as the political economy of agriculture, the environment of agriculture, and major theoretical trends in the sociology of agriculture. In their concluding chapter, the authors look toward the future of the sociology of agriculture and identify some potential problems as we move into the 1990s.

Book excerpt: Rural movements have recently emerged to become some of the most important social forces in opposition to neoliberalism. From Brazil and Mexico to Zimbabwe and the Philippines, rural movements of diverse political character, but all sharing the same social basis of dispossessed peasants and unemployed workers, have used land occupations and other tactics to confront the neoliberal state. This volume brings together for the first time across three continents - Africa, Latin America and Asia - an intellectually consistent set of original investigations into this new generation of rural social movements. These country studies seek to identify their social composition, strategies, tactics, and ideologies; to assess their relations with other social actors, including political parties, urban social movements, and international aid agencies and other institutions; and to examine their most common tactic, the land occupation, its origins, pace and patterns, as well as the responses of governments and landowners. At a more fundamental level, this volume explores the ways in which two decades of neoliberal policy - including new land tenure arrangements intended to hasten the commodification of land, and new land uses linked to global markets -- have undermined the social reproduction of the rural labour force and created the conditions for popular resistance. The volume demonstrates the longer-term potential impact of these movements. In economic terms, they raise the possibility of tackling immiseration by means of the redistribution of land and the reorganisation of production on a more efficient and socially responsible basis. And in political terms, breaking the power of landowners and transnational capital with interests in land could ultimately open the way to an alternative pattern of capital accumulation and development.

The acts establish traditional councils with land administration powers. These structures are dominated by unelected members.
