Um dos principais argumentos ao longo do livro é o de que a África desenvolveu a Europa na mesma proporção em que a Europa deliberadamente subdesenvolveu o continente africano. Rodney detalha as formas de exploração econômica de diversos povos e regiões, primeiro como fornecedores de mão de obra escravizada e, depois, como mão de obra assalariada extremamente subvalorizada. Além disso, aborda como se deu a intervenção direta do modo de produção capitalista nas práticas econômicas típicas de cada povo e região, na divisão sexual do trabalho tradicional dos povos africanos e na educação formal durante o colonialismo. "Se as contribuições intelectuais e militantes de Rodney desvelavam o que havia de mais necessário naquele momento histórico específico – ele foi assassinado porque acreditava na possibilidade de uma transformação política radical, inclusive na Guiana, sua terra natal –, as ideias dele são ainda mais valiosas hoje, momento em que o capitalismo impôs tão vigorosamente sua permanência e em que as forças opositoras existentes e organizadas têm sido praticamente eliminadas. As pessoas que, entre nós, recusam-se a admitir que o capitalismo global representa o melhor futuro para o planeta e que a África e o anteriormente denominado Terceiro Mundo estão destinados a permanecer para sempre assentados na pobreza do "subdesenvolvimento" estão diante desta questão crucial: como encorajar críticas radicais ao capitalismo – tão essenciais às lutas contra o racismo – e, ao mesmo tempo, avançar no reconhecimento de que não podemos vislumbrar o seu desmantelamento enquanto as estruturas racistas se mantiverem intactas? Nesse sentido, cabe a nós seguir, desenvolver e aprofundar o legado de Walter Rodney", escreve Angela Davis na apresentação da obra.
