Till the end of 20th century, there were a very few public or private think tanks discussing the challenges our nation faced. There was no private news channel till 1999 and when they started, they went about doing their news business. Lack of strategic thinking was apparent during 1962 war with China, when we had clear indications of heinous moves and design of China. The Indian Army had submitted reports highlighting the Chinese threat but it all fell on deaf ears. The Prime Minister of the time thumped the table and said, “It is not the job of Commander-in-Chief to tell the Government who will attack India. China will never attack us, rather China would come to our rescue if needed. You should concentrate on Pakistan!” Rest is history. Successive governments did not learn the lesson. Strategic and National Security matters were still prerogative of government institutions. Till 2000, there were a few government funded or private think tanks (United Service Institution of India, Indian Direct Selling Association, Indian Defence Review etc.) working on this vital subject. New think tanks came up but their reach was limited. There appears to be much more interest in masses now than what it was 20 years ago. This book is a compilation of articles written on different subjects. It is divided in four sections – every section dealing with a different subject. Readers should consider the backdrop date given at the first page of every chapter. This will help putting things in the right perspective.

It is the historical prerequisites for this deglobalization that are examined in this book. These assumptions are largely based on what is termed the second wave of globalization, based on increasing technological competition between the US and China, as well as China's expansion along the New Silk Road. In this book, the author makes a distinction between the Old Globalization and the New Globalization. The Old Globalization was characterized by competition over costs in general and wage costs in particular, while the New Globalization is categorized by new competencies and skills, especially technological capabilities and technological innovations. The second wave, which is driven by technological innovations, lays the foundation for a counter-strategy on the part of the US to stem the Chinese technological expansion. It is this new strategy that confines the second wave of globalization from China and lays the foundation for deglobalization. The book analyses US-China relations from a fresh perspective, namely a systemic thinking approach. The focus is the emerging innovation economy, which leads to tension and deglobalization. The book is grounded in evolutionary economics and uses conceptual generalization in its descriptions, analysis, theoretical reflections, and real-world cases. It investigates five cases on China’s IP engagement in geographical indications, the disclosure obligation, IP and standardisation, and its bilateral and multilateral IP engagement. It takes a regulation-oriented approach to examine substate and non-state actors involved in China’s global IP engagement, identifies principles that have guided or constrained its engagement, and discusses strategies actors have used in managing the principles. Its focus on engagement directs attention to processes instead of outcomes, which enables a more nuanced understanding of the role that China plays in global IP governance than the dichotomic categorisation of China either as a global IP rule-taker or rule-maker. This book identifies two groups of strategies that China has used in its global IP engagement: forum and agenda-related strategies and principle-related strategies. The first group concerns questions of where and how China has advanced its IP agenda, including multi-forum engagement, dissembling, and more cohesive responsive engagement. The second group consists of strategies to achieve a certain principle or manage contesting principles, including modelling and balancing. It shows that China’s deployment of engagement strategies makes its IP system similar to those of the EU and the US. Its balancing strategy has led to constructed inconsistency of its IP positions across forums. This book argues that China still has some way to go to influence global IP agenda-setting in a way matching its status as the second largest economy.
