Book excerpt: The Roots of Conservatism is the first attempt to ask why over the past two centuries so many Mexican peasants have opted to ally with conservative groups rather than their radical counterparts. Blending socioeconomic history, cultural analysis, and political narrative, Smith's study begins with the late Bourbon period and moves through the early republic, the mid-nineteenth-century Reforma, the Porfiriato, and the Revolution, when the Mixtecs rejected Zapatista offers of land distribution, ending with the armed religious uprising known as the "last Cristiada," a desperate Cold War bid to rid the region of impious "communist" governance. In recounting this long tradition of regional conservatism, Smith emphasizes the influence of religious belief, church ritual, and lay-clerical relations both on social relations and on political affiliation. He posits that many Mexican peasants embraced provincial conservatism, a variant of elite or metropolitan conservatism, which not only comprised ideas on property, hierarchy, and the state, but also the overwhelming import of the church to maintaining this system.

This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Book excerpt: When General Porfirio Díaz assumed power in 1876, he ushered in Mexico's first prolonged period of political stability and national economic growth—though "progress" came at the cost of democracy. Indigenous Autocracy presents a new story about how regional actors negotiated between national authoritarian rule and local circumstances by explaining how an Indigenous person held state-level power in Mexico during the thirty-five-year dictatorship that preceded the Mexican Revolution (the Porfiriato), and the apogee of scientific racism across Latin America. Although he was one of few recognizably Indigenous persons in office, Próspero Cahuantzi of Tlaxcala kept his position (1885–1911) longer than any other gubernatorial appointee under Porfirio Díaz's transformative but highly oppressive dictatorship (1876–1911). Cahuantzi leveraged his identity and his region's Indigenous heritage to ingratiate himself to Díaz and other nation-building elites. Locally, Cahuantzi navigated between national directives aimed at modernizing Mexico, often at the expense of the impoverished rural majority, and strategic management of Tlaxcala's natural resources—in particular, balancing growing industrial demand for water with the needs of the local population. Jaclyn Ann Sumner shows how this intermediary actor brokered national expectations and local conditions to maintain state power, challenging the idea that governors during the Porfirian dictatorship were little more than provincial stewards who repressed dissent. Drawing upon documentation from more than a dozen Mexican archives, the book brings Porfirian-era Mexico into critical conversations about race and environmental politics in Latin America.

Book excerpt: Why did the Zapatista rebellion occur in Chiapas and not in some other state in southern Mexico where impoverished, marginalized indigenous peasants also suffer a legacy of exploitation and repression? Stephen Lewis believes the answers can be found in the 1920s and 1930s. During those critical years, Mexico's most important state- and nation-building agent, the Ministry of Public Education (SEP), struggled to introduce the reforms and institutions of the Mexican revolution in Chiapas. In 1934 the administration of president Lázaro Cárdenas endorsed "socialist" education, turning federal teachers into federal labor inspectors and promoters of agrarian reform. Teachers also attempted to "incorporate" indigenous populations and forge a more sober, "defanaticized" nationalist citizenry. SEP activism won over most mestizo communities after 1935, but enraged local ranchers, planters, and politicians unwilling to abide by the federal blueprint. In the Maya highlands, federal education was a more categorical failure and Cardenista Indian policy had unintended, even sinister consequences. By 1940 Cardenismo and SEP populism were in full retreat, even as mestizo communities came to embrace the culture of schooling and identify with the Mexican nation. Fifty years later, the delayed, incomplete, and corrupted nature of state- and nation-building in Chiapas prevented resolution of the state's most pressing problems. As Lewis concludes, the Zapatistas appropriated the federal government's discarded revolutionary nationalist discourse in 1994 and launched a rebellion that challenged the Mexican state to contemplate a plural, multi-ethnic nation.
