Book excerpt: In an attempt to keep it a living document, an update was made to the Military Cross-Cultural Competence (3C) Annotated Bibliography in 2016 to contribute new annotations of work that had been published since the bibliography was initially compiled. The 2016 version did not, however, address any of the larger developments that have occurred within the 3C community of interest or its relevance to the changing nature of global conflict. This introduction seeks to address a number of salient issues that have arisen since the original 2014 publication of this annotated bibliography to provide readers with a sense of context, persistent challenges, and the evolving relevance of military cross-cultural competence.While the more recent efforts to develop effective military 3C training and education were spurred on by the insurgencies in Iraq and Afghanistan, these concepts and skills have proven to be useful beyond simply interacting with the 'other' to win hearts and minds. As the operations in which military personnel are engaged become ever more complex, the ability to understand and interact with allies, the indigenous population, and adversaries is critical. This is evident in recent coalition operations in Iraq and Syria, as well as in other theater security cooperation activities across the globe.As 3C educators have been saying for decades, the kinds of misunderstandings that are inherent to intercultural interactions are not limited to overseas assignments. We experience cultural difference when we interact with those that look at and experience the world differently than we do. Factors that contribute to this could include: generational, gendered, ethnic, and racial differences, among others. The 3C enablers (perspective-taking, holism, curiosity, for example) referenced throughout the bibliography provide military personnel with tools for anticipating and managing the challenges associated with cultural difference. Although its applicability to mission effectiveness may not be immediately obvious, 3C is relevant across rank and MOS and must be viewed more broadly as both a mindset and a skillset necessary across leadership contexts.The importance of context in conveying the value of military 3C cannot be overemphasized. The right lessons need to get to the right people in the right way. Fortunately, everything needed in order to craft effective and appropriate lessons for diverse audiences can be found within the teachings of 3C itself. This point alone illustrates the holistic applicability of 3C education, which is not limited solely to interacting with a foreign population or utilizing an interpreter: 3C is fundamentally about dealing with people. As long as people are involved in military operations, the ability to understand culture and human behavior will be imperative to the success of the warfighter.

Book excerpt: This paper examines the function that cross-cultural competence (3C) has for NATO in a military context while focusing on two member states and their armed forces: the United States and Germany. Three dimensions were established to analyze 3C internally and externally: dimension A, dealing with 3C within the military organization;dimension B, focusing on 3C in a coalition environment/multicultural NATO contingent, for example while on a mission/training exercise abroad;and dimension C, covering 3C and NATO missions abroad with regard to interaction with the local population. When developing the research design, the cultural studies-based theory of hegemony constructed by Antonio Gramsci was applied to a comprehensive document analysis of 3C coursework and regulations as well as official documents in order to establish a typification for cross-cultural competence. As the result, 3C could be categorized as Type I – Ethical 3C, Type II – Hegemonic 3C, and Type III – Dominant 3C. Attributes were assigned according to each type. To validate the established typification, qualitative surveys were conducted with NATO (ACT), the U.S. Armed Forces (USCENTCOM),and the German Armed Forces (BMVg). These interviews validated the typification and revealed a varied approach to 3C in the established dimensions. It became evident that dimensions A and B indicated a prevalence of Type III, which greatly impacts the work atmosphere and effectiveness for NATO (ACT). In contrast, dimension C revealed the use of postcolonial mechanisms by NATO forces, such as applying one’s value systems to other cultures and having the appearance of an occupying force when 3C is not applied (Type I-II). In general, the function of each 3C type in the various dimensions could be determined. In addition, a comparative study of the document analysis and the qualitative surveys resulted in a canon for culture-general skills. Regarding the determined lack of coherence in 3C correlating with a demonstrably negative impact on effectiveness and efficiency as well as interoperability, a NATO standard in the form of a standardization agreement (STANAG) was suggested based on the aforementioned findings, with a focus on: empathy, cross-cultural awareness, communication skills (including active listening), flexibility and adaptability, and interest. Moreover, tolerance of ambiguity and teachability, patience, observation skills, and perspective-taking could be considered significant. Suspending judgment and respect are also relevant skills here. At the same time, the document analysis also revealed a lack of coherency and consistency in 3C education and interorganizational alignment. In particular, the documents examined for the U.S. Forces indicated divergent approaches. Furthermore, the interview analysis disclosed a large discrepancy in part between doctrine and actual implementation with regard to the NATO Forces.

The goal of the present research was to identify metrics developed to assess cross-cultural competence and related constructs in non-military populations and to compare them in an Army sample. Cadets at the U.S. Military Academy and active-duty Soldiers completed the Cultural Intelligence Scale, the Multicultural Personality Questionnaire and the Intercultural Development Inventory. Results showed substantial convergence among the three measures, as well as correlations with biographical variables previously linked with cross-cultural competence. Results also indicated that officers have higher levels of intercultural development and traits than NCOs. Current findings and past research suggest that the MPQ shows promise for predicting intercultural performance; however, due to our sample, we were unable to examine the measure's structure. Future research should examine the extent to which these traits can be influenced through training and other developmental interventions. Future research into the assessment of cross-cultural competence should also explore alternatives to self-report measures."--DTIC

Her paper on Creating the Conditions for a Possible Masterpiece links the competency to SOF small units as a reason for special operation successes. SOCOM is promoting the concept of the 3-D warrior. The Ds are diplomacy, defense, and development, which are consistent with by, with, and through. The execution of the 3-Ds vary by the SOF component due to organization, mission, and unit structure. She explains the size issue of the unit in her Creating the Conditions for a Possible Masterpiece. Dr. Turnley makes several important points on cultural competency and its impact on mission. In addition to language skills, SOF warriors need to understand the culture of the supported nation. This understanding will afford the SOF warrior a higher probability of success in Dr. Turnley's model of force persuasion. She further develops her position by exploring the relationship between language, culture, and regional knowledge. She makes a crucial point about Internal Defense and Development (IDAD) for SOF. The difference between IDAD and foreign internal defense (FID) is that IDAD requires more cross-cultural skills than FID does. Any unit can conduct FID, but IDAD needs specialists-SOF troops. Dr. Turnley emphasizes this point in Creating the Conditions for a Possible Masterpiece by pointing out the key points from William McRaven's book, Spec Ops on the essential principles of special operations. Two of those principles seen as critical in IDAD are purpose and simplicity. SOF regional orientation realizes purpose and simplicity. This contributes to a focus that can stimu- x late a feeling of collective purpose. Their combination allows SOF units to work the IDAD campaign. Dr. Turnley's two papers cause us to reflect on who we are, what we should do, and how we are organized. Book excerpt: Understanding the factors responsible for successful interactions between cultures has been an ongoing investigation among anthropologists, social workers, and organizational psychologists. The need for employees who are able to function effectively across cultures has resulted in a great deal of research examining which factors enable expatriate effectiveness. Despite the necessity of a workforce that is able to function across cultures in today's global economy, an even greater case can be made for cross-cultural competence (3C) in the U.S. military. The potential for loss of life and international-level consequences is high if our military forces are not adequately prepared. This is why the Department of Defense has identified 3C as a critical determinant of success for military missions. Despite the critical need for military 3C, a review of the literature found no validated instruments developed to assess the readiness of our troops to work closely with foreign nationals and coalition forces in the context of military deployments. As such, the overarching goal of this validation study was to enable the U.S. military to prepare and train its forces in 3C, specifically allowing the military to: (1) better assess troop readiness to engage other cultures; (2) target training to those skills that help achieve missions in the field; (3) design more authentic cross-cultural training exercises; (4) assess the effectiveness of cross-cultural training; and (5) guide the development of future cultural training efforts. To that end, a blended approach to scale development was undertaken, whereby critical-incident interviews with subject matter experts informed which of the individual difference predictors from the civilian literatures would likely be applicable to the military domain. Initial administration of the prototype instrument to 792 military members, followed by exploratory factor analysis, revealed six hypothesized factors of 3C. Following scale development, the Cross-Cultural Competence Inventory (3CI) was administered to almost 5,000 service members, and the six-factor structure was confirmed as well as cross-validated. Another data collection effort focused on assessing the stability of the six factors over time, via test-retest reliability analysis. A final validation study revealed Cultural Exploration to be a significant predictor of three of the four performance criteria, as rated by supervisors on deployment. Furthermore, this study offered the unique perspective gained by administering two popular civilian instruments along with a military-based tool, providing insight into the nature of military 3C and the ways in which it is similar to, and distinct from, civilian 3C. Additionally, important theoretical contributions may help guide future empirical research and military applications. This study is the initial step in assessing readiness for cultural interaction in the military. The results may serve to guide future efforts in military research in order to support our forces in the field as well as to guide the military establishment in making decisions on training, education, and operations in the context of mission success.

In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
