Book excerpt: Developing a Dream Destination is an interpretive history of tourism and tourism policy development in Hawai‘i from the 1960s to the twenty-first century. Part 1 looks at the many changes in tourism since statehood (1959) and tourism’s imprint on Hawai‘i. Part 2 reviews the development of public policy toward tourism, beginning with a story of the planning process that started around 1970—a full decade before the first comprehensive State Tourism Plan was crafted and implemented. It also examines state government policies and actions taken relative to the taxation of tourism, tourism promotion, convention center development and financing, the environment, Honolulu County’s efforts to improve Waikiki, and how the Neighbor Islands have coped with explosive tourism growth. Along the way, author James Mak offers interpretations of what has worked, what has not, and why. He concludes with a chapter on the lessons learned while developing a dream destination over the past half century.

Book excerpt: In 1989, President George Bush was President of the United States the Asia-Pacific Economic Co-operation (APEC) forum was established to promote economic integration around the Pacific Rim and to sustain economic growth. APEC currently has 21 members: Australia; Brunei Darussalam; Canada; Chile; Hong Kong, China; Indonesia; Japan; Republic of Korea; Malaysia; Mexico; New Zealand; Papua New Guinea; Peru; Republic of the Philippines; Russia; Singapore; Chinese Taipei; Thailand; USA; Vietnam. The United States, recognising the value of top-level meetings to advance the work of creating a Pacific community, invited member economies' leaders to Blake Island, Washington, to meet informally to discuss major issues in the APEC region. This gathering of economic leaders has become the single most important institution in the Asia Pacific region. It brings top level attention to APEC's vision of free trade and investment as well as providing a forum for leaders to meet on a regular basis both as a group and bilaterally to discuss current issues and resolve disputes. The economic health of the APEC region is vitally important to America's continued prosperity. Economic growth across the APEC region waned this year, largely in response to the slowing US economy and the weakening global demand for many of the Asian members' exports (particularly electronics). Many members have lowered their 2001 growth projections in light of poor performance during the first half of the year, although most will still post positive results. This compelling book about APEC and its background, goals and problems, provides the reader with the necessary information on the crucial role that it plays. A revived Asia-Pacific region means more exports from and investments by U.S. companies, more jobs for Americans and more U.S. economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: Attempts have been made to solve water resources engineering problems with the help of empirical, regression-based and numerical models. Empirical models are not universal, nor are the regression-based models. The numerical models are, on the other hand, physics-based but require substantial data measurement and parameter estimation. Hence, there is a need to employ models that are robust, user-friendly, practical and do not have the shortcomings of the existing methods. Artificial intelligence methods in this regard are the ones that meet this need. This book introduces the basics of artificial neural networks, fuzzy logic and genetic algorithms with illustrative examples. The applications of the artificial intelligence methods include, but not limited to, prediction of flood peaks, hydrographs, sedimentographs, seepage path, longitudinal dispersion coefficient in alluvial channels, mean and bankful discharge. The comparative analysis of the artificial intelligence methods against contemporary empirical, numerical, regression ones are also provided in the book. The target audiences for this book are graduate students, researchers, scientists and faculty members. However, the book can also be used as one of the core textbooks for undergraduate students.

Available in PDF, EPUB and Kindle. Book excerpt: Developments in East Asia have progressed rapidly in terms of regionalism since the 1997 crisis. The end of the Asian miracle called into question not only the capacity of regional states to meet the needs of their attendant peoples, but also challenged the viability of regional organizations, such as ASEAN, to adapt and respond to the changing circumstances. Advancing East Asian Regionalism looks at the ways in which ASEAN has expanded since the crisis, and evaluates the potential of East Asia to come together in a regional formation - one capable of representing the region as a whole - akin to the European Community. It draws upon the knowledge and perspectives of academics and policy makers actively engaged in the contradictory issues of regionalism. Coupling case study material on regionalism, institutions, and sectoral cooperation, with theoretical debates on regionalization, this book is an invaluable resource that pushes our understanding of East Asian regionalism forward.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and the Council on Foreign Relations publication Something new is happening across East Asia. A region notable for its lack of internal economic links is discussing regional cooperation on trade, investment, and exchange rates. Because of negotiations elsewhere around the globe on regional trade—such as those that led to the consolidation of the European Union, the formation of the North American Free Trade Area, and the rapid proliferation of bilateral free trade areas—the talk is not surprising. Nevertheless, East Asia's past inertia with regard to forming a regional partnership raises many questions about its emerging regionalism. Why has the region suddenly shifted from taking a global approach to economic issues to discussing a regional bloc? How fast and how far will the new regionalism progress? Will the region become a version of the European Union, or something far less? What is the probable impact on American economic and strategic interests—are the likely developments something that the U.S. government should encourage or discourage? Edward Lincoln takes up these questions, exploring what is happening to regional trade and investment flows and what sort of regional arrangements are the most sensible. Lincoln argues that an exclusive grouping is unlikely. Free trade negotiations have brought some economies in the region together, but they also have led to links with nations outside the region. Some regional governments most notably Japan, continue to have difficulty embracing the concept of free trade, even with favored regional partners. In the wake of the Asian financial crisis, governments also have looked at cooperating on exchange rates, but they have done little to move forward. The U.S. government must decide how to respond to these developments in East Asia. An exclusively Asian form of regionalism could run counter to American economic interests, and the U.S. government has reacted negatively to some of these proposals in the past. Because trade and investment links between the co
