Small Nations, High Ambitions investigates the roots of such policy diversity at the "subnational" level, offering in-depth accounts of the evolution of Quebec's and Scotland's policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as "sponsor states," heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. This volume is the first to study these questions by following particular technologies over several product launches in detail. It examines the emergence of inventive ideas about future technology and uses, how these are developed into products and embedded in health care practices, and how the form and impact of these technologies then evolves through several rounds of design and deployment across different types of organizations. Examining these processes through three case studies of health care innovations, these studies reveal a blind spot in extant research on development-use relations. The majority of studies have examined shorter ‘episodes’: moments within particular design projects, implementation processes, usability evaluations, and human-machine interactions. Studies with longer time-frames have resorted to a relatively coarse ‘grain-size’ of analysis and hence lost sight of how the interchange is actually done. As a result there are no social science, information systems, or management texts which comprehensively or adequately address: • how different moments, sites and modes of shaping new technology determine the evolution of new technology; • the detailed mechanisms of learning, interaction, and domination between different actors and technology during these drawn out processes; and • the relationship of technology projects and the professional practices and social imaginations that are associated in technology development, evaluation, and usage. The "biographies of technologies and practices" approach to new technology advanced in this volume offers us urgent new insight to core empirical and theoretical questions about how and where development projects gain their representations of future use and users, how usage is actually designed, how users’ requests and modifications affect designs, and what kind of learning takes place between developers and users in different phases of innovation—all crucial to our understanding and ability to advance new health technology, and innovation more generally.

Book excerpt: In 1999, Nunavut Territory was created in the Canadian Arctic. The area is about 50 times as large as the Netherlands, and is inhabited by a population of 30,000. 85% of the population is Inuit, the indigenous people in this area. The central questions in this research project are what place or regional identities are being ascribed to Nunavut by different groups of people from within and from outside the region, and how do these identities work? In the process of the formation of the region, the territorial Government of Nunavut is an important actor in producing a regional identity that is based on the cultural identity of the Inuit: the Inuit Homeland. This 'official' regional identity creates a symbolic unity that is important in linking people to the region, and through which the land, the history and the people are united in a new territorial membership. However, there is no reason to assume that there is only one regional identity for Nunavut. Different individuals or groups of people from within and from outside the region, such as the people who live in one of the 25 communities and those who work for the multinational mining corporations or as tourist operators, are also involved in the production and reproduction of identities for Nunavut. They represent Nunavut for example as a place to live, a resource region, a wilderness or as a sustainable place. Nunavut Government also links these alternative identities to the area, because as a government they are not only interested in protecting Inuit culture but also aim to modernize the economy in order to enhance prosperity and well-being. As such the place identities are hybrid, and identities that before were produced only by external actors are now also being produced by internal actors, and vice versa.
