Book excerpt: Despite repeated interventions by governments, donors and NGOs in recent years, food insecurity continues and developing countries are forced to rely on food aid again and again. The original idea of Starter Pack was to give a tiny bag of agricultural inputs - fertiliser and seed - to every smallholder farmer in Malawi. Although the programme did not work as originally intended, it was successful in achieving food security. The scaling down of the programme was a major contributor to the food crisis which hit Malawi (and other countries in Southern Africa) at the beginning of 2002. For once, we have a success story about how hunger can be tackled efficiently. This book assesses the case of the Starter Pack programme in Malawi, and whether it can be replicated elsewhere. It covers the practicalities of implementing such a large programme and the policy debates.

Book excerpt: Malawi has been at the center of the debate on agricultural input subsidies in Africa ever since it significantly expanded its fertilizer subsidy program about two decades ago. When it did so, Malawi was a trailblazer, receiving international attention for seemingly leveraging the subsidy program to move the country from a situation characterized by food deficits and widespread hunger to crop production surpluses. In this paper we trace the history of Malawi’s subsidy program over the past 70 years, describing how the country arrived at that watershed moment earlier this century and how the subsidy program has developed since. We show how donor support for the program has wavered and how external pressure to remove the subsidy has repeatedly been unsuccessful. We also demonstrate how over the years the program’s total fiscal burden has fluctuated significantly. However, we find that since the expansion of the subsidy program in 2004, the fiscal costs of the program have shown little correlation with the maize harvest that same agricultural season. We show that the subsidy program has succeeded in raising awareness about the value of the fertilizer for increased crop productivity. However, despite its continued prominence in the country’s agricultural policy, most Malawian smallholder do not manage to grow sufficient maize to feed their households throughout the year, and every year millions depend on food assistance during the worst months of the lean season.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when the relationship between 'the country' and 'the city' is in flux worldwide, the value and meanings of food associated with both places continue to be debated. Building upon the foundation of Raymond Williams' classic work, The Country and the City, this volume examines how conceptions of the country and the city invoked in relation to food not only reflect their changing relationship but have also been used to alter the very dynamics through which countryside and cities, and the food grown and eaten within them, are produced and sustained. Leading scholars in the study of food offer ethnographic studies of peasant homesteads, family farms, community gardens, state food industries, transnational supermarkets, planning offices, tourist boards, and government ministries in locales across the globe. This fascinating collection provides vital new insight into the contested dynamics of food and will be key reading for upper-level students and scholars of food studies, anthropology, history and geography.

Directors agreed for further concessional assistance and urged the authorities to sustain efforts to improve data collection and dissemination, particularly in the area of fiscal statistics.

Available in PDF, EPUB and Kindle. Book excerpt: Moving in Circles draws on Walter Rodney's treatise on underdevelopment. Underdevelopment is to be associated with various factors contributing to the uncertainties that lack of progress begets, regardless of its genesis. Some of the indicators of this condition are pervasive poverty, liquidation of productive assets, and precarious livelihoods. Uncertainty stands out as a cost as it is also a catalyst for low investment in agriculture, low returns non-agricultural activities, inconsistent approach to planning and rule of law and more generally socio-economic backwardness. Development should in a broad sense entail meeting human needs, actualization of local and domestic potential and liberation from uncertainty. In the long term, for 'development' talk to be meaningful, there is a need for progressive transformation of underlying structures, improvement in productive capacity and general adherence to principles of good governance: openness and transparency, accountability and meaningful popular engagement.

Book excerpt: This research was aimed at assessing the effectiveness and efficiency of community based targeting and self-targeting methods in the selection of beneficiaries in Safety nets programmes in Malawi. These methods have been chosen because they have been largely used for selecting beneficiaries in Safety net programmes. The focus was on assessing the effectiveness and efficiency of these methods where effectiveness refers to the ability of the methodology to reach out to the poorest while efficiency is a measure of the costs that are associated with the identification of these people. In order to objectively assessed the challenges associated with these methods, the study concentrated on Public Works Programmes, which targets relatively high number of people compared to the other programmes and have used both methods for identifying beneficiaries.
