Book excerpt: Over the past few years the Department of Defense has been intensifying its study of the global security situation, U.S. force posture, and future defense requirements. The National Defense University contributes to this dialog through Strategic Assessment, an annual publication which applies the expertise of this institution through the leadership of its interdisciplinary research arm, the Institute for National Strategic Studies, with the assistance of specialists from elsewhere in government and academe. Offering such analyses, in both general and particular areas of interest to the national security community is an important aspect of the NDU mission. This volume examines various approaches that the United States might adopt to shape the strategic environment of the future. The current environment is characterized by instability and change. The U.S. Government needs to apply the full range of options at its disposal to achieve national goals and ensure the peace and stability required to preserve our rights to life, liberty, and the pursuit of happiness. But such options must be studied and conceptualized for years (and in some cases, decades) in advance to take advantage of the opportunities presented by a changing global environment. The recent Quadrennial Defense Review (QDR) recommended a series of defense posture changes. This volume reviews these recommendations and takes the next analytical step, to propose what is entailed by such changes. Strategic Assessment 1998: Engaging Power for Peace should prove useful beyond the defense establishment, to all readers with an interest in national security affairs.

Available in PDF, EPUB and Kindle. Book excerpt: The first accessible reference to cover the history, context, current issues, and key concepts surrounding biological, chemical, and nuclear weapons. A collection of information on everything from aerosols to zones of peace, these two volumes cover historical background, technology, and strategic implications of biological, chemical, and nuclear weapons, thus providing facts, terms, and context needed to participate in contemporary policy debate. This encyclopedia is the only comprehensive reference dedicated to the three types of weapons of mass destruction. With over 500 entries arranged alphabetically, volume one covers biological and chemical weapons, while volume two focuses on nuclear weapons. Experts from eight countries cover issues related to these weapons, policies, strategies, technologies, delivery vehicles, arms control concepts, treaties, and key historical figures and locations. Entries are written to make difficult concepts easy to understand by cutting through military and scientific jargon. Students, lay readers, scientists, and government policy makers are provided with the broad range of information needed to place today's policy discussions in proper strategic or historical context.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the implications of counterinsurgency wars for U.S. defense policy and makes the compelling argument that the United States' default position on counterinsurgency wars should be to avoid them. In this compelling study, Eland questions the core assumptions of the American foreign policy and defense establishments that call for military interventions around the world and high and increasing defense budgets at home. He outlines a security policy more appropriate to the sober realities of the post-Cold War era. This is an approach that calls for military restraint overseas, taking advantage of the already secure U.S. geostrategic position, while safeguarding vital national interests. Eland details the military force structure needed for this new role and calculates the reduced defense budget required to pay for these forces. This book is a timely wake-up call to those who make American foreign and defense policies. It demands a badly needed re-thinking of America's national interests. In the author's view, America's natural geostrategic position places it at a natural advantage, rendering unnecessary a forward defense posture. A non-interventionist foreign policy would save money by requiring lower defense budgets. An America less willing to get involved in complex overseas disputes unrelated to U.S vital interests would also be less likely to make enemies around the world.

Book excerpt: For more than 3 decades, the U.S. Army War College (USAWC) Department of National Security and Strategy has faced the challenge of educating future strategic leaders on the subject of national security, or grand strategy. Fitting at the top of an officer's or government official's career-long professional development program, this challenge has been to design a course on strategy that incorporates its many facets in a short period of time, all within the 1-year, senior service college curriculum. To do this, a conceptual approach has provided the framework to think about strategy formulation. The purpose of this volume is to present the USAWC strategy formulation model to students and practitioners. This book serves as a guide to one method for the formulation, analysis, and study of strategy--an approach which we have found to be useful in providing generations of strategists with the conceptual tools to think systematically, strategically, critically, creatively, and big. Balancing what is described in the chapters as ends, ways, and means remains at the core of the Army War College's approach to national security and military strategy and strategy formulation.

Book excerpt: Border relations between the United States and Mexico have had a tumultuous history. The connectivity between both countries has been demonstrated by the impact border issues have on each nation. Economic disparity, U.S. dependence on cheap labor, and the scourge of drugs that infects both nations have influenced this relationship. U.S. border enforcement efforts have sought to remedy everything from the immigration crisis to terrorism. Border enforcement tactics have taken on military characteristics, including the use of military troops, equipment, and resources. This evolution toward border militarization has both focused on drug trafficking and criminalized immigration offenders. As border problems threaten U.S. national interests, further militarization of the border is logical.

Available in PDF, EPUB and Kindle. Book excerpt: In this book, Alex Battler questions the assertion of Russia’s status as a great power in the acuminate form. The author reveals the contradictions between Russia’s real modern potential and its foreign policy objectives formulated by official Moscow. The author has formulated laws on the Pole, the Center of Power, and Force. Battler introduces some new concepts of the Theory of International Relations: The Foreign Policy Potential of the State and The Law on the Optimal Balance Between the Costs of Domestic and Foreign Policy. On almost all problems raised by the author, his views do not coincide with generally accepted interpretations and approaches. The second extended edition of the book “The Twenty-First Century: The World Without Russia” includes updated copyright and newly added parts and paragraphs.
